This page contains useful information for traffic professionals working on INDOT projects. While not official policy, the information on this page provides guidance, best practices, and expectations to be followed. This is intended to be a supplement to existing standards and policy, such as the Indiana Design Manual. The table below contains parts of the Traffic Engineering Manual organized by topic. Over time as new material is added and older material is updated, these will be revised. When Traffic Engineering Guidance Documents are updated, notifications will be shared via the INDOT Design Consultants listserv. Subscribe here.

Traffic Design Aids
- How do I request crash data for a project I am working on?
Have your project manager contact the Office of Traffic Safety to request this data.
- How does the Traffic Engineering Division hire consultants to help with analysis work?
The Traffic Engineering Division advertises periodic opportunities for Traffic Engineering-related PE contracts. To apply visit the INDOT RFP Page here: https://pscsrfp.indot.in.gov/Rfp/TwelveMonthRfp
- Does the Traffic Engineering Division review design plans?
The Traffic Engineering Division reviews specific elements of design plans on all projects funded through Traffic Engineering programs (safety and mobility), or that include major traffic elements (signals, overhead signs, lighting, etc.), and coordinates with other divisions at INDOT on the review of non-traffic elements. For any project funded through the Traffic Engineering program(s), a member of the Division will reach out with review comments.
- What is the Traffic Engineering Division looking for in RFP responses?
The Traffic Engineering Division cannot answer specific questions about any posted RFPs. Questions should be submitted through PSCS.
- I am interested in a new access point to the Interstate system. Who should I talk to?
The Traffic Mobility Office handles all requests for new access to the Interstate system.
- How can I get turning movement counts or growth rates for a project?
Work with your INDOT project manager to determine if INDOT will collect traffic counts or already has them for the location, or if your firm will be expected to collect the counts. For traffic growth rates, the INDOT project manager should contact the Traffic Engineering Division.
- I am working with a local government or developer on a potential change to a state route (Interstate, US Route, State Route), who should I contact?
The appropriate district permits team reviews all changes or access requests to the state highway system in coordination with the Traffic Engineering Division when necessary. Visit https://www.in.gov/indot/doing-business-with-indot/permits/ for more information.
- I am working on design plans for a project that was scoped by an INDOT Traffic Engineering team member. Can I make changes to the recommended treatment?
Any variation from the scoping document should be coordinated with the INDOT Traffic Engineering Division and the engineer who prepared the scoping document.
- I have more questions. Who should I talk to?
The Traffic Engineering Division can be contacted through your project manager, district permit team, or INDOT4U customer service portal, as appropriate depending on the nature of the question.
