Local Emergency Planning Committee (LEPC)

LEPC, "Safety in Knowledge"

The Marshall County LEPC has reformed in 2026 under EMA leadership! The LEPC must meet four times annually to review the county's hazmat response plan, facilitate a training exercise, and conduct other business as deemed necessary. LEPCs open the door to additional grant funding for the county to cover training and equipment for eligible public safety agencies.


LEPC Origins

In 1986, Congress passed the Emergency Planning and Community Right-to-Know Act (EPCRA), also known as Title III of the Superfund Amendments and Reauthorization Act (SARA), in 1986. EPCRA establishes requirements for businesses and federal, state, and local governments regarding emergency planning and community right-to-know (CRTK) reporting for hazardous chemicals.

The LEPC's role is to form a partnership with local governments and industries to enhance hazardous materials preparedness. Local governments are responsible for integrating hazmat planning and response within their jurisdiction. This includes ensuring the local hazard analysis adequately addresses hazmat incidents, incorporating planning for hazmat incidents into the local emergency management plan, assessing capabilities and developing hazmat response capability using local resources, mutual aid, and contractors, training responders, and exercising the plan.

Part of the planning process is to ensure facility plans are compatible with local emergency plans. Every regulated facility is responsible for identifying a facility emergency coordinator; reporting hazardous inventory annually to the LEPC, SERC, and local fire departments; providing material safety data sheets (MSDS); allowing local fire departments to conduct an on-site inspection of hazmat facilities; and providing an annual report of toxic chemicals released to EPA and the State.

2026 Meeting Schedule

Meeting dates for 2026 are:

- February 11

- April 8

- June 10 (if necessary)

- August 12

- October 14

- December 9 (if necessary)

Four meetings are required, with two occuring in the first half of the year and another two occuring in the second half of the year. Meetings only count if a quorum (at least 6) of voting members is present. As a safeguard, additional meetings in June and December have been scheduled but may be canceled if the two prior meetings had quorums.

All meetings will be held at 10:00 AM ET at the Purdue Extension of Marshall County, located at 112 W Jefferson St, Plymouth, IN 46563. These meetings are open to the public.
