Advisory Board

The EMA Advisory Board meets quarterly to review several functions of emergency management, including planning, response, recovery, and mitigation efforts. The board provides additional oversight for the Marshall County EMA as outlined in IC 10-14-3-17.

Board members for 2026 include:

  • Plymouth Mayor Robert Listenberger*
  • Argos Town Councilwoman Erica Partin*
  • Bourbon Town Councilman Les McFarland*
  • Bremen Fire Chief Matt Neher*
  • Culver Town Councilman Bill Cleavenger*
  • La Paz Town Councilman Roger Ecker*
  • Civil Air Patrolman Byron Felde*
  • Ward Byers, Plymouth Community School Corporation
  • Makayla DePoy, United Way of Marshall County
  • John Grolich, Marshall County Volunteer Firefighters Association
  • Mark Haskins, Marshall County ARES
  • Matt Hassel, Marshall County Sheriff
  • Paul Shumaker, Marshall County Health Department

Names with a * indicate members who are statutorily appointed. The Board is permitted to add other at-large members as it deems necessary. All members are appointed to one-year terms for 2026.

  • December 17th at 10:00 AM
