Program Overview

The U.S. Department of Housing and Urban Development (HUD) has allocated over $7,6 million in long-term recovery funds to the State of Indiana to support recovery and mitigation efforts following the severe storms and tornadoes under FEMA Disaster Declaration 4704. This funding, made available through the Disaster Relief Supplemental Appropriations Act of 2025 (Public Law 118-158), is intended to address major disasters that occurred in 2023 and 2024.

CDBG-DR Funding Uses & Requirements
  • At least 80 % of funds must support projects in HUD-designated Most Impacted & Distressed (MID) areas (Sullivan County, ZIP 47882).
  • At least 70 % of total funding must benefit low- and moderate-income people.
  • At least 15 % of funds must be used for mitigation projects to reduce future disaster risk.

Previous Disaster Allocations

2008 Disaster Recovery Assistance

In response to the severe storms and flooding that affected numerous Indiana counties in 2008, the State of Indiana was awarded separate allocations from the U.S. Congress totaling $372,546,531 in emergency disaster assistance. These funds were designated to support long-term recovery efforts and address extensive damage resulting from the disaster.

Assistance was provided under Presidential Emergency Declarations FEMA DR-1740, DR-1766, and DR-1795. Allocated funds supported counties in rebuilding essential infrastructure and restoring housing stability. The Indiana Office of Community and Rural Affairs acted as the state’s primary liaison to the U.S. Department of Housing and Urban Development and partnered with the Indiana Housing and Community Development Authority to administer all housing-related initiatives.
