An unsafe building complaint form must be filed (completely filled out) before the Building Department can investigate.

An unsafe building means: It may have structural damage, holes in roof, etc. But if it is just not hooked up to electric or gas, has a few windows broken, damaged siding, this would not be a reason to file an unsafe building complaint form.
