Beginning January 1, 2026, the Monroe County Planning Department is required to process Improvement Location Permits (ILPs) related to building permits on properties with Class 2 structures in a new way. Previously, all building permit processes began with an application at the Monroe County Building Department. As a result of House Enrolled Act 1005 (now IC 36-7-2.5), the ILP process for all permits related to Class 2 structures must be complete before an applicant can apply at the Monroe County Building Department. HEA 1005 has set up new deadlines for review and requirements for application.
Class 2 structures include, but are not limited to: New Single-Family Home; New Duplex; New Townhomes up to 3 stories; Demolition (if the property main use is Class 2); Addition and/or remodel (if the main use is Class 2); Accessory Structure (if the main use is Class 2); Accessory Dwelling Unit (ADU); Deck; Pergola; Swimming Pool; Fence; Detached garage or carport; Shed or storage building; Demolitions, etc.

The Monroe County Planning Department performs a vital role in creating and communicating a vision of the county and acts as the primary coordinating agency in the development, adoption, and implementation of the county's land use plans and policies. The department provides both current and long-range planning services to the various County boards, including the Plan Commission, Board of Zoning Appeals, County Commissioners, as well as to the general public.
