What Is CityVan?
CityVan is a vanpool program operated in partnership between CityBus & Commute with Enterprise.
CityBus created CityVan to provide a reliable, cost-saving commuting option for area workers. Commute with Enterprise serves as the turnkey provider—offering vehicle management, maintenance, insurance, and participant matching support.

Vanpooling is like carpooling—just more reliable and less worry.
A vanpool is a group of coworkers or commuters who live near each other and travel the same route to work, whether that’s the same employer or different employers in close proximity. Instead of each person driving separately, the group shares a comfortable 7 to 15-passenger vehicle, where participants volunteer to rotate driving.
With CityVan, your group gets a well-maintained vehicle from Commute with Enterprise, full damage protection, Liability insurance, roadside assistance, and regular maintenance—all included in the program. What about fuel? A fuel card is provided to each vanpool for ease of tracking and use.
CityBus covers up to $600/month per vanpool, dramatically lowering the cost for riders. Some employers offer additional subsidies and support to further lower costs.

How CityVan Works
CityVan is a program of CityBus, operated by Commute with Enterprise.
Together, we make vanpooling simple, safe, and cost-effective—no matter where your job takes you. Vans are driven by participants—commuters just like you—helping keep costs low and communities connected.
Here’s how it works:
- Find a group – You can join an existing vanpool or start one with coworkers or others who live nearby and share your work hours.
- Commute together – Your group shares a van provided and maintained by Commute with Enterprise.
- Split the costs – After CityBus covers up to $600/month per van, your group shares the remaining costs (including fuel).
- Drive or ride – At least one person volunteers to drive the van. Some groups rotate drivers; others prefer one consistent volunteer.
No special license is required to drive. Commute with Enterprise screens all volunteer drivers to ensure safety and eligibility.
Don’t know who to ride with? Commute with Enterprise helps match you with others based on your home and work locations.
What’s Included?
Every CityVan vanpool comes with:
- A recent-model van or SUV
- Full insurance coverage
- 24/7 roadside assistance
- Regular maintenance and support
- A backup ride home program in case of emergencies
- Coordination and matching support from Commute with Enterprise
Program Requirements
- Vanpools are for commuting to and from work.
- Riders must be 18 or older
- One or more riders must volunteer to drive (must have a valid license and clean driving record)
- CityBus provides a subsidy of up to $600 per month per vanpool
- Remaining costs (including fuel) are shared by the group and/or their employer
Who Can Use CityVan?
CityVan is available to adult commuters traveling to OR from any of the following Indiana counties:
Tippecanoe, Benton, Carroll, Clinton, Fountain, Montgomery, White, or Warren.
Vanpooling is ideal for:
- Workers with long commutes (typically 20+ miles one way)
- People traveling to job centers where fixed-route transit isn’t available
- Commuters from rural areas or outside the CityBus service district
- Organizations interested in improving employee retention and access to jobs
