Public Comment Announcement for FY2026-2030 TIP, draft NWI 2050+ Amendment No. 2, and draft Air Quality Conformity Determination Report

NIRPC invites public comment on its draft Fiscal Year 2026-2030 Transportation Improvement Program,
draft NWI 2050+ Metropolitan Transportation Plan Amendment No. 2, and
draft Air Quality Conformity Determination Report

The Northwestern Indiana Regional Planning Commission (NIRPC) will hold a 30-day public comment period on its draft Fiscal Year 2026-2030 Transportation Improvement Program (TIP), draft NWI 2050+ Metropolitan Transportation Plan (MTP) Amendment No. 2, and draft Air Quality Conformity Determination Report. The comment period begins March 22, 2025, and concludes April 20, 2025.

NWI 2050+

NWI 2050+ is the long-range plan for a Northwest Indiana that is connected, renewed, united and vibrant. NWI 2050+ addresses roadways, transit freight traffic, active transportation networks, land use patterns, and climate change. It was approved by the NIRPC Executive Board on July 20, 2023, and is amended from time to time. NWI 2050+ can be viewed here:

Transportation Improvement Program

The TIP is a short-range financial and spending plan for the use of federal transportation funding on highway, transit, and non-motorized transportation projects. NIRPC’s TIP includes projects undertaken by municipalities, counties, transit operators, and the State of Indiana. Air Quality Conformity Determination Report

The Air Quality Conformity Determination Report demonstrates how implementing the projects in NWI 2050+ Amendment No. 2 and the 2026-2030 TIP will not cause the precursors of ground-level ozone pollution to exceed the motor vehicle emissions budgets in the Indiana State Implementation Plan. All comments received during the 30-day public comment period will be responded to and documented in a written report. This report will be made available to the public and distributed to the relevant NIRPC committees prior to any action on these items. It is anticipated that action will be taken at the May 6, 2025 meeting of the Transportation Committee, followed by the May 15, 2025 meeting of the NIRPC Commission.
