Responsibilities, Petitions, & Other Resources

Created by local ordinance, as permitted under Indiana Code 36-7 (’76 Code, §10-32), the mission of the Redevelopment Commission is to promote and encourage business growth and expansion while appropriating land use and improvements within the City of Alexandria. In doing so, they facilitate discussions on economic development issues, provide land use and development information to local elected and appointed officials, and provide public input on development, land use, and other economic development issues. The commission also establishes the city’s Tax Increment Financing (TIF) Districts.

This department utilizes the City Redevelopment Plans to develop various projects aimed at redevelopment in the City. The Executive Director coordinates the planning process between the Commission and various city staff and is responsible for developing a budget for approved projects. The Executive Director works with the Mayor to seek grant funding for a project when appropriate.

§ 30.05 DEPARTMENT OF ECONOMIC DEVELOPMENT AND REDEVELOPMENT.

(A) Establishment of Department. There is established within the executive branch of the city the Department of Development and Redevelopment with such duties and responsibilities as are hereinafter set forth.

(B) Position of Development Director established. The head of the Department of Development shall be the Development Director. The Development Director shall be appointed by the Mayor and shall serve at their pleasure. The Director shall be responsible for the administration of the Department and shall be responsible for the efficient operation thereof.

(C) Duties of the Department of Development. The Department of Development shall be responsible for the following governmental functions of the city:

(1) Coordination, implementation, and supervision of all city programs in the area of economic and community planning and development.

(a) Identify and pursue available state, federal, and private grants in the name of the city or other eligible entities.

(b) With the prior consent of the Common Council, the Department may make application for such available loan funds as may be appropriate. Working in conjunction with other city departments where appropriate, the Department may act as recipient or administrator of such state, federal, or private financial assistance.

(2) The Department is authorized to provide technical and administrative services to other eligible community groups.

(a) Should such services be provided, the Department is authorized to charge a reasonable fee for its services, which funds shall revert to the General Fund of the city.

(b) No such fees shall be charged without prior approval, by resolution, of the Common Council of the city.

(3) The Department shall have primary responsibility for all public relation efforts undertaken by the city.

(4) The Department shall be the primary city contact for all community economic development efforts requiring or requesting the participation of local government. By way of illustration and not limitation, such efforts would include community revolving loan funds; urban enterprise associations; tax abatement programs; flood mitigation programs.

(5) The Department shall liaise with private and public economic development entities. By way of illustration and not limitation, such entities would include the Chamber of Commerce; the Economic Development Commission; and the Indiana State Department of Commerce.

(6) The Department shall be the lead city agency in any municipal effort to attract or retain businesses to or in the city metropolitan area.

(7) Within the areas of responsibility herein described, the Department shall be responsible for compliance with all applicable state, federal or local laws, rules, regulations, or ordinances.

(8) The Department shall carry out all such other duties as assigned by the Mayor.

(D) The Department shall, pursuant to the provisions of IC 36-7-14-1 et seq., be controlled by a board of five members. Said board shall be known as the Alexandria Redevelopment Commission. All Commission members shall be at least 18 years of age and shall be a resident of the city.

(1) Powers and duties. Said commission shall have the powers and duties set out in IC 36-7-14-1 et seq., and IC 36-7-25-1 et seq.

(2) Taxing. All of the territory within the corporate boundaries of the city will be a taxing district to be known as the Alexandria Redevelopment District for the purpose of levying and collecting special benefit taxes for redevelopment and economic development purposes as provided in IC 36-7-14-1 et seq. The Common Council finds and determines that all of the taxable property within this special taxing district will be considered to be benefitted by the redevelopment projects and economic development projects carried out.

(3) Appointment. As provided in IC 36-7-14-6.1, the Mayor shall appoint three of the five members of the Alexandria Redevelopment Commission. Two members shall be appointed by the Common Council.

(4) Terms of office. The term of office of appointees to the Alexandria Redevelopment Commission shall commence on the first day of January after the appointment is made and until a successor is appointed and has qualified.

Redevelopment Commission Members

Three members are appointed annually by the Mayor. Two of the five voting Commission members are appointed by and from the City Council, and one non-voting member is appointed by the Mayor from the school board. State law grants this department the ability to authorize bonds and utilize tax increment financing (TIF) to carry out specific projects within the City of Alexandria under the TIF plan.
