Grant Administrator Continuing Education

Overview

To maintain active certification under the Office of Community and Rural Affairs (OCRA) Grant Administrator Certification (CE) Policy, all Certified Grant Administrators must complete six Continuing Education Units (CEUs) annually. This ensures administrators stay informed, compliant, and equipped to serve Indiana communities effectively.

OCRA GA Updates

Two (2) CEUs must come from attending official Spring and Fall updates

Additional CEUs

Four (4) CEUs from OCRA pre-approved or non-preapproved training events

Training must align with HUD/CDBG program topics or community development areas, including:

  • Grant administration and financial management
  • Fair housing, citizen engagement, and environmental review
  • Economic development, housing, infrastructure, and public facilities
  • Strategic planning, broadband, sustainability, and more

CDBG Program Manger Review of CEUs and non-preapproved trainings

Grant Administrators are responsible for tracking and submitting CEUs through the Grants Management System.

  1. Log in to the Indiana Grants Management System portal
  2. Navigate to the CEUs tab in the GMS homepage
  3. Create a new entry and input training details, including:
    1. Grant Administrator
    2. Training Name
    3. Contact (same name as Grant Administrator)
    4. Start Date
    5. End date
    6. Number of Credits
  4. Select a save option according to your needs
    1. “Save” if only logging one (1) CEU
    2. “Save & New” if logging multiple CEU events (e.g. two separate webinars)
  5. Upload supporting documentation within 15 days of event completion

Fall Update

The second Grant Administrator update of 2026 will be held virtually on Sept. 3, from 10 - 11:30 a.m. ET.

The first Grant Administrator update of 2026 was held virtually on April 1, from 10 – 11:30 a.m. ET.

Grant Administrator Update Attendance Policy

Grant Administrators are required to attend the Grant Administrator Updates in order to keep their certifications in good standing. The Attendance Policy outlines expectations and procedures for Grant Administrators who have conflicts that prevent them from attending Grant Administrator Updates.

OCRA and Grant Services Sponsored Trainings

Grant Services virtual Environmental Review Training

  • Tuesday, Sept. 22, 2026, 1 - 3 p.m. ET
  • Approved for two (2) CEU credits
  • This training will include a brief review of the ER process, discuss new or updated materials involved with Environmental Review and address updated federal guidance.

    • Discuss updated materials to Environmental Review
    • Address most recent guidance concerning Environmental Review

Additional Approved Events

The following are all the approved events or training sources that Grant Administrators can count for CE credit. The training sources, methods and course lengths below are varied and may not automatically qualify as a CEU credit. Pre-approved CEU credit hours are not defined unless the event is a conference. To calculate how many CEU credit hours may be earned for a training from a pre-approved sources, refer to MSR 2025-005 - Grant Administrator Continuing Education Guidelines, which contains a list of relevant and approved knowledge areas.

Grant Administrators are encouraged to submit additional events for approval consideration to CDBG@OCRA.in.gov. Continuing education courses and credits are evaluated based on their ability to support Grant Administrators in their knowledge and work. Pre-recorded webinars are not eligible for CE credits.
