A Note from Indiana’s Chief Data Officer
Now, more than ever, data is inundating every aspect of government, business and civic activity. Each day, more than 2.5 quintillion bytes of data is created globally. How we harness, collect, share and analyze data will determine exactly what value we derive from the information. This is why my office and the Management Performance Hub (MPH) are focused on normalizing data best practices across state agencies and continuing to be a trusted resource for your agency when data needs arise.
In 2021, we established the Indiana Data Governance Council. It currently has 20 agencies represented and continues to grow. This advisory council identifies key trends and concerns emerging in state data. MPH then helps to operationalize solutions while the CDO office establishes policies to address current and future needs. To this end, we have identified key focus areas for the next two years with the hope that these foundational improvements will set us up for best-in-class privacy, security, speed and scalability well into the future.
By the end of 2024, MPH plans to implement:
Data Management Capability Assessments: Powered by the Data Management Capability Assessment Model (DCAM), this survey allows agencies to gauge where they are in their data journey and where key improvements can be made to create the highest ROI.
Tailored Training for all Data Positions: MPH is creating and provisioning a mix of online and onsite trainings that are tailored to different needs and career paths, including data scientists, analysts and engineers to name a few.
Enterprise Data Catalog: Data governance is only as good as its metadata. The EDC will provide a robust list of the state’s data assets and will incentivize agencies to understand all of their assets, while also providing for consistent metadata updates across the enterprise.
The Cloud Analytics Environment: This cloud-based environment allows for agency specific sandboxes that also operationalize interoperability to solve for cross-agency challenges.
Record Linkage 2.0: Faster, scalable and more intuitive, RL2.0 allows for customized linkage while increasing matching capabilities across agencies. It also puts increased emphasis on privacy and security by removing PII. This effort is part of a continued focus to deliver more community tools and custom services to agency partners.
Building Additional Integrated Data Assets: Like the existing SLDS and Next Level Recovery work, MPH is actively seeking opportunities to build out new, multi-agency datasets that provide advanced insight into some of Indiana’s biggest challenges.
These initiatives are being prioritized to increase the value and insight you receive from your data. MPH is also well-positioned to help with your day-to-day data dilemmas. Indiana MPH as a Center of Excellence
Led by the Indiana Chief Data Officer (CDO), MPH serves state agencies and external partners and adds value by unlocking data, connecting and analyzing across disparate systems, and sharing with agencies and external partners. The legal framework established in IC 4-3-26 and MPH technical platform are key to how we operate in a historically-siloed organization.
With our tools and expertise, we work to derive insight from large amounts of agency data to inform policy and integrate data for impact on government operation. As a Center of Excellence for data operations, we will focus on these fundamental components over the next two years as we oversee data modernization and standardization efforts to build a stronger data community in state government and Indiana as a whole:
