MPH Strategy 2023-2024

The Indiana Management Performance Hub is excited to share our 2023-24 Strategy unveiled by Indiana Chief Data Officer Josh Martin at Data Day 2023. MPH Leadership has identified key focus areas for the next two years with the hope that these foundational improvements will set us up for best-in-class privacy, security, speed and scalability well into the future. Thanks for reading!

A Note from Indiana’s Chief Data Officer

Now, more than ever, data is inundating every aspect of government, business and civic activity. Each day, more than 2.5 quintillion bytes of data is created globally. How we harness, collect, share and analyze data will determine exactly what value we derive from the information. This is why my office and the Management Performance Hub (MPH) are focused on normalizing data best practices across state agencies and continuing to be a trusted resource for your agency when data needs arise.

In 2021, we established the Indiana Data Governance Council. It currently has 20 agencies represented and continues to grow. This advisory council identifies key trends and concerns emerging in state data. MPH then helps to operationalize solutions while the CDO office establishes policies to address current and future needs. To this end, we have identified key focus areas for the next two years with the hope that these foundational improvements will set us up for best-in-class privacy, security, speed and scalability well into the future.

By the end of 2024, MPH plans to implement:

Data Management Capability Assessments: Powered by the Data Management Capability Assessment Model (DCAM), this survey allows agencies to gauge where they are in their data journey and where key improvements can be made to create the highest ROI.

Tailored Training for all Data Positions: MPH is creating and provisioning a mix of online and onsite trainings that are tailored to different needs and career paths, including data scientists, analysts and engineers to name a few.

Enterprise Data Catalog: Data governance is only as good as its metadata. The EDC will provide a robust list of the state’s data assets and will incentivize agencies to understand all of their assets, while also providing for consistent metadata updates across the enterprise.

The Cloud Analytics Environment: This cloud-based environment allows for agency specific sandboxes that also operationalize interoperability to solve for cross-agency challenges.

Record Linkage 2.0: Faster, scalable and more intuitive, RL2.0 allows for customized linkage while increasing matching capabilities across agencies. It also puts increased emphasis on privacy and security by removing PII. This effort is part of a continued focus to deliver more community tools and custom services to agency partners.

Building Additional Integrated Data Assets: Like the existing SLDS and Next Level Recovery work, MPH is actively seeking opportunities to build out new, multi-agency datasets that provide advanced insight into some of Indiana’s biggest challenges.

These initiatives are being prioritized to increase the value and insight you receive from your data. MPH is also well-positioned to help with your day-to-day data dilemmas. With every project, MPH strives to bring the right data to the right people for the right mission. How can we partner with you now to make sure that you are ready when these larger initiatives land?

Indiana MPH as a Center of Excellence

Led by the Indiana Chief Data Officer (CDO), MPH serves state agencies and external partners and adds value by unlocking data, connecting and analyzing across disparate systems, and sharing with agencies and external partners. The legal framework established in IC 4-3-26 and MPH technical platform are key to how we operate in a historically-siloed organization.

With our tools and expertise, we work to derive insight from large amounts of agency data to inform policy and integrate data for impact on government operation. As a Center of Excellence for data operations, we will focus on these fundamental components over the next two years as we oversee data modernization and standardization efforts to build a stronger data community in state government and Indiana as a whole:

  • Data Management
  • Data Governance
  • Processes and Technology
  • Organization and Culture

DATA MANAGEMENT

Objective
Data Management is the process of collecting, storing, maintaining, and utilizing data in an efficient and effective manner. It involves creating and implementing policies and procedures for data governance, as well as ensuring the quality, accuracy, and security of the data. MPH has introduced an enterprise data catalog software solution to help state agencies organize, discover and govern their data assets.

Data management is critical to the success of state government as it enables us to make better decisions and operate more efficiently.

ACTIONS

Data Management Capability Assessments

Privacy Impact Assessments via state’s Chief Privacy Officer

Data Governance Council to further the data-driven capacity of organizations and the State

DATA GOVERNANCE

Objective
Data Governance is the overall management of the availability, usability, integrity, and security of the data used in an organization. It involves establishing policies and procedures for collecting, storing, protecting, and using data, as well as ensuring compliance with legal and regulatory requirements. The goal of this MPH-led effort is to ensure that data is used effectively and efficiently to support the goals of our state government.

MPH plans to provide agencies with a comprehensive assessment of an organization's data governance program and identifies areas for improvement using the Data Management Capability Assessments Model (DCAM).

ACTIONS

PROCESSES and TECHNOLOGY

Objective
MPH understands that data software technologies are constantly evolving and is positioning the state to offer the best tools and technologies that are used to manage, analyze and visualize data. In this effort, we strive to empower agency data teams to improve data science and business intelligence operations to both focus on the analysis of data and the delivery and presentation of their data.

In addition, we are continuing to improve in areas like data quality, data acquisition and data integration, as well as incorporating widely adopted technologies like cloud computing, artificial intelligence and machine learning into our processes.

ACTIONS

Tailored training for all data positions in state government

Data Day, our yearly signature data event for state agencies and key trusted partners

A Data Proficiency Program offers free data literacy training to state employees at all knowledge levels

Business Intelligence and Data Science User Groups offer collaborative meetups for employees to share information, knowledge and best practices.

ORGANIZATION and CULTURE

Objective
MPH helps tackle Indiana’s complex problems by bringing together the best groups of data, organizations, and people to understand them and work on solutions that have the broadest impact. We empower data-driven decision making throughout state government.

We also help agency leadership teams structure their organizations so that they can create value from their data. MPH offers a data proficiency program to all state employees. The program creates a culture of data literacy across the state and allows employees to skill-up and better understand their role with data.

MPH is creating and provisioning a mix of online and onsite trainings that are tailored to different needs and career paths, including data scientists, analysts and engineers. In addition, our agency offers opportunities, like working groups, live events and training, for employees to stay involved in building a better statewide data community.
