The Indiana State and Local Cybersecurity Grant Program Planning Committee ("SLCGP Committee") is formed in response to the federal Infrastructure Investment and Jobs Act (IIJA). Also known as the Bipartisan Infrastructure Law (BIL), the IIJA was signed into law on November 15, 2021.One component of the act is the SLCGP, which appropriated $1 billion over four years (2022-2025) to address cybersecurity risks and cybersecurity threats to information systems owned or operated by, or on behalf of, state, local, or tribal governments.

The SLCGP Committee will develop, approve, implement, monitor, review, and revise, as appropriate, a strategic plan that establishes funding priorities and approves cybersecurity projects. The projects should identify, assess, and address cyber risks within and across Indiana's state and local government organizations. The United States Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) and the Federal Emergency Management Agency (FEMA) jointly administer the grant program.
