Providing Cybersecurity Assessments for Local Governments

The Big Picture: Last week the Indiana Office of Technology (IOT) announced a partnership with Purdue and Indiana universities to provide at least 342 state-paid cybersecurity assessments over the next four years for local government.

What's Next: Purdue is the lead assessor and will soon begin recruiting geographically and size diverse cities, counties and towns.

Holcomb is saying: “Indiana is home to some of the most highly-regarded universities in the world and through a partnership we will be able to utilize their skills and talent to assess and secure potential vulnerabilities across all sections of government. This is a collaboration that brings together research, technologies and the experts necessary to quickly assess and adapt necessary cybersecurity measures for a safer tomorrow.”

Indiana awarded for outstanding digital government service

The Center for Digital Government recognized Indiana's efforts as having one of the best technology practices in state government, awarding the state an "A-" in its biennial Digital States Survey. Indiana has earned an 'A-' in the past four surveys. 

What is it? Since its inception 25 years ago, this biennial survey has helped benchmark state government use of digital technologies to improve service delivery, increase capacity, and reach policy goals. The grade of “A -” reflects a state whose technology leaders are using very strong innovation, high-performing solutions, and have applied excellent practices in all aspects of operations, governance, and administration.

  • Indiana also received 3rd place for exemplary work in the Constituent Centric category which recognizes that the state’s mobile and digital services strategy engages constituents and businesses with solutions focused on improved delivery of services to the public.

“Our 2022 digital states survey grade is another testament to the incredible work the  employees at the State of Indiana do each day,” Indiana Office of Technology Chief  Information Officer Tracy Barnes said. “Indiana continues to focus on the importance of delivering exemplary government services to the constituents of our great state and will keep making improvements with effective collaboration across all state agencies.”

IOT SEAL IT Program places second in NASCIO awards

The Indiana Office of Technology (IOT) State Earn and Learn (SEAL) IT Program, a skills-based learning program to prepare Hoosiers for public-sector IT careers, won 2nd place in the National Association of State Chief Information Officers (NASCIO) State CIO Office Special Recognition Awards.

What is the SEAL IT program? IOT became one of the first state government agencies nationally and one of the first IT employers in Indiana to employ a skills-first approach for technical roles - teaching intelligent people how to be technologists.

How it works: IOT partners with the Indiana Department of Workforce Development (DWD) on a trade-focused apprenticeship program using work-based learning with on-the-job paid training. SEAL participants come from all walks of life, including those seeking a mid-career skill shift. Once hired, SEALs engage in a hybrid schedule that provides candidates with industry-valued certifications and actual work-based experience within an IOT team.

By the numbers:

  • Total hires since 2019: 47 (our 47th starts 11/14/22)
    • Increase of 3 since September 2022
  • Retention rate: 93.2%
  • Graduates since 2019: 9
    • 2021: 2
    • 2022: 7
  • Number of agencies supported: 3 (IOT, Indiana Housing and Community Development Authority (IHCDA) and Management Performance Hub (MPH)
