2017

November 30 IHCP announces upcoming changes to the HIP program (IHCP bulletin BT201776)

The Federal Health Insurance Exchange Open Enrollment period runs from November 1, 2017, to December 15, 2017, with coverage starting on January 1, 2018.

General Facts for 2018

  • You should review your plan each year to ensure it meets your health and budget needs
  • Open Enrollment for 2018 is November 1, 2017, to December 15, 2017, which is 6 weeks shorter than last year
  • CareSource and Celtic/MHS/Ambetter are offering Marketplace coverage for 2018
  • Anthem and MDwise Marketplace will not offer Marketplace coverage in 2018, which will require policyholders to select a new plan or they can rely on the auto-reenroll process established by CMS
  • IU Health Plans will not offer off Marketplace coverage in 2018, which will require policyholders to select a new plan
  • Certified Indiana Navigators are available to help you enroll in a plan. Find one near you at http://www.in.gov/healthcarereform/2468.htm.

The Process for Getting Coverage

  • Review: review your coverage and look for a letter from your plan about how your benefits and costs may change next year
  • Update: starting November 1, log in to the federal Marketplace and update your 2018 application – make sure your household income and other information is up-to-date for next year
  • Compare: compare your current plan with other plans that are available in your area
  • Choose: Select the health plan that best fits your budget and health needs. For help, contact a certified Navigator to enroll in your plan. Make sure you discuss:
    • What hospitals and doctors are “in-network”?
    • Are your current medications covered by the plan?
      • Is there a deductible associated with my medications?
      • Is a prior authorization required in order to have my medications covered?
    • Ask to look at the Summary of Benefits and Coverage, which provides an overview of what is covered under the plan as well as any costs to you associated with using the benefits
  • Enroll: Open enrollment for 2018 coverage is from November 1, 2017 to December 15, 2017.

April 28 – LICENSE PRINTING NOW AVAILABLE ONLINE. Indiana Navigator and Application Organization (AO) licenses may now be printed online at www.sircon.com/indiana by selecting "Print a License." Licenses may no longer be obtained by submitting a request to IDOI and must be printed online. Upon issuance or renewal of a Navigator certification or AO registration, online printing is free/no cost for 30 days. After 30 days of issuance or renewal, there is a processing fee to print a license. However, Navigators that have Basic (free/no cost) or Premium ($13.95/year) ProducerEDGE accounts with Sircon/Vertafore may print licenses at any time for free/no cost.

April 28 – Updated FAQs have been posted on the Indiana Navigators home page at www.in.gov/idoi/2823.htm.

March 16 – An updated CE Provider Course Approval Application has been posted online at www.in.gov/idoi/2938.htm.

March 10 – The Navigator annual renewal application steps have been updated to require a Navigator Conflict of Interest Form to be submitted if a Navigator has an actual or potential Conflict of Interest, as defined by the Conflict of Interest Policy, that has not been previously disclosed to the Indiana Department of Insurance.  Conflicts of Interest that have been previously disclosed do not need to be disclosed again with a renewal application.

January 30 – An updated Navigator/AO Service Request Form has been posted. 

January 3 – Updates to the Navigator Precertification Education (PE) Program Criteria and Resources webpage, including the following:

  1. Release of Version 3.0 of Indiana Navigator Training Resource Manual (see "Revision History" in the back of the manual for specific updates to the manual).
  2. Release of four updated Indiana Navigator Training Resource Modules (The modules follow the four chapters of the Training Resource Manual).
  3. Release of an updated Indiana Navigator Subject Matter Content Outline (The outline follows the layout of the Training Resource Manual)
  4. Release of an updated Indiana Navigator Certification Examination Score Report. The Score Report outlines topics tested on the Indiana Navigator Certification Examination and number of questions devoted to each topic area. *NOTE: the Certification Examination has also been reviewed and updated to reflect any changes in the laws and regulations affecting Indiana Navigators.*

 

2016

December 5 – An updated Navigator Precertification Education (PE) Provider Application has been posted online at www.in.gov/idoi/2936.htm.  The application must be used to apply for approval of or renew Navigator PE programs, directors and instructors.

October 26 – Indiana Department of Insurance Corrects Misleading Media Report Regarding Obamacare Premiums in Indiana

HIP EMPLOYER LINK. The State of Indiana’s HIP Employer Link now provides premium assistance for low-income Hoosiers eligible for their employer’s insurance plan. More information can be found here: http://hipemployerlink.in.gov.

July 6 – The Final Rule, adding 760 IAC 4 regarding matters relating to an individual acting as an Indiana Navigator and an entity acting as an Application Organization (AO) in Indiana, was posted on the Indiana Register website here. The rule is effective July 10, 2016.

April 11 – Consumer Alert: IDOI Warns Hoosiers to Be Aware of Non-Compliant ACA Plans

March 16 Notice of Public Hearing released regarding proposed administrative rule regarding certification and registration requirements, precertification education and examinations, continuing education, duties, conflicts of interest, privacy and security of information, reporting requirements, enforcement, and other matters relating to an individual acting as an Indiana Navigator and an entity acting as an Application Organization (AO) in Indiana. The public hearing will be held on April 12, 2016, at 9:30 a.m., at the Indiana Department of Insurance.

January 27 – Update to Application Organization (AO) Reporting Requirements webpage clarifying an AO's requirement for reporting the removal of an Indiana Navigator from the AO due to violation of Indiana laws or regulations.

January 27 – APPROVAL OF HIP 2.0 – Governor Pence has announced the approval of the Healthy Indiana Plan (HIP) 2.0. Here is a link to the press release. Hoosiers can now apply for HIP 2.0 by mail, fax, or phone. For additional information and questions regarding HIP 2.0, visit http://www.hip.in.gov/. In addition, Indiana Navigator training provider resources for HIP 2.0 will be made available on this website in the coming days for both Navigator precertification education (PE) and continuing education (CE) providers.
