The U.S. Environmental Protection Agency established the Clean Lakes Program in 1972 as section 314 of the Federal Water Pollution Control Act. IDEM created Indiana’s Clean Lakes Program in 1989 as a comprehensive, statewide public lake management program. The program is administered through an IDEM Clean Water Act Section 319 grant to Indiana University's School of Public and Environmental Affairs (SPEA) in Bloomington. Staff and students collect and analyze water samples from 75 to 80 Indiana lakes and reservoirs each year primarily during the months of July and August. Lakes are selected randomly over a two-year cycle corresponding to IDEM’s 305(b) reporting period. The Clean Lakes Program also includes the Volunteer Lake Monitoring Program on public and private waters. Volunteers are trained to collect water transparency data using a Secchi disk, and chlorophyll-a and total phosphorous water samples. The Volunteer Monitoring Program also includes the aquatic invasive species monitoring component.
