Workforce Innovation and Opportunity Act
Indiana’s WIOA Unified State Plan Modification (PYs 2026 and 2027)
The Workforce Innovation and Opportunity Act (WIOA) requires states to review their WIOA State Plans every two years and update State Plan strategies to account for changes in the labor market and economic conditions or other factors affecting the Plan’s implementation. Indiana’s two-year modification is available for public comment and can be reviewed at Indiana's WIOA Unified State Plan Modification (PYs 2026 and 2027).

WIOA: Local Four-Year Plans
WIOA requires Workforce Development Boards (WDB), in partnership with the local chief elected official, to develop and submit a comprehensive four-year local plan to the state for approval. The plan must address current and future strategies and efficiencies to advance the continuing modernization of the workforce system and the creation of a customer-centered system. It must also support the strategy described in the State Plan and be consistent with the State Plan.
Once the local plans were submitted, the review process was conducted within a 90-day period. As part of the review process, each WDB presented a local plan to the State Workforce Innovation Council.
