Assessor's Office

The County Assessor is a statutory officer of the county, elected for a four-year term. The Assessor may be reelected without term limits.

The Parke County Assessor is responsible for the following functions:

  • Oversees a general reassessment in the county.
  • Serves as secretary of the Property Tax Assessment Board of Appeals, which hears property tax assessment appeals.

I would like to clarify some legislative changes that are confusing and assure everyone I'm following any new provisions of law to the best of my understanding.

The only new provision regarding inspections of property is limited to matters under appeal. This provision falls in Chapter 6-1.1-15, related only to appeal procedures. In its full context the statute reads:

"(i) At a hearing under subsection (d), the taxpayer shall have the opportunity to present testimony and evidence regarding the matters on

appeal. If the matters on appeal are in the discretion of the county auditor, the county auditor or the county auditor's representative shall

attend the hearing. A county or township official, or the county auditor  or the county auditor's representative, shall have an opportunity to

present testimony and evidence regarding the matters on appeal. The county board may adjourn and continue the hearing to a later date in

order to make a physical inspection or consider the evidence presented. However, the county board or assessing official shall not enter a

property to conduct a physical inspection without first receiving the permission of the taxpayer to enter the property to make the

physical inspection. Notwithstanding any other provision to the contrary, the county board shall not issue an order (including an

order issued under 52 IAC 4-8-3) authorizing entry onto a taxpayer's property without the taxpayer's permission."

So this provision only impacts interior inspections of property after an appeal is initially heard by the local board. The Legislature did not disturb Ind. Code Section 6-1.1-4-15 which authorizes property site inspections. While restrictions were proposed in that chapter, those provisions did not pass and are not law.

I want to assure everyone that any inspections like this are meant to be as unobtrusive as possible while also making sure we arrive at the most accurate assessments possible. If you don't want our staff to enter your property, just call our office! We'll make sure no staff physically goes on your property, but of course understand that may result in assessment errors. "
