Planning is a way to manage the development of land within the City and Fringe area to prevent land-use conflicts. It is a systematic assessment of land and water potential, alternatives for land use, and economic and social conditions in order to select and adopt the best land-use options. One element of planning is a Comprehensive Plan, a plan that provides a vision for the future possibilities of development in neighborhoods, districts, cities, or any defined planning area. To enforce the Comprehensive Plan, the Commission establishes the Zoning and Subdivision Control Ordinances to provide standards for such development. The purpose of planning is to further the welfare of people and their communities by creating convenient, equitable, healthful, efficient, and attractive environments for present and future generations.
This Zoning Ordinance is intended to encourage the growth and development of the City in accordance with the Logansport Comprehensive Plan, the fringe Comprehensive Plan and for the following purposes:
- to secure adequate light, air, and convenience of access; and safety from fire, flood, and dangers;
- to lessen or avoid congestion in the public ways;
- to promote the public health, safety, comfort, morals, convenience, and general welfare;
- to plan for the future development of the City to the end:
- that highway systems be carefully planned;
- that new communities grow only with adequate public way, utility, health, educational and recreational facilities;
- that the needs of agriculture, industry, and business be recognized in future growth;
- that residential areas provide healthful surroundings for family life; and
- that the growth of the community is commensurate with and promotes the efficient and economical use of public funds.
- to protect and provide for the public health, safety, and general welfare of the City of Logansport and the Jurisdictional Fringe Area;
- to guide the future development of the City of Logansport and the Jurisdictional Fringe Area in accordance with the Comprehensive Plan – City of Logansport and any related policies;
- to provide for the safety, comfort, and soundness of the built environment and related open spaces;
- to protect the compatibility, character, economic stability, and orderliness of all development through reasonable design standards;
- to supply proper land boundary records;
- to provide for the survey, documentation, and permanent documentation of land boundaries of property;
- to provide for identification of property;
- to provide public access to land boundary records;
The purpose of the floodplain is to promote the public health, safety, and general welfare and
to minimize public and private losses due to flood conditions in specific areas by provisions
designed to:
- Restrict or prohibit uses which are dangerous to health, safety, and property due to water or erosion hazards, which result in damaging increases in erosion or in flood heights or velocities;
- Require that uses vulnerable to floods, including facilities which serve such uses, be protected against flood damage at the time of initial construction;
- Control the alteration of natural floodplains, stream channels, and natural protective barriers which are involved in the accommodation of flood waters;
- Control filling, grading, dredging, and other development which may increase erosion or flood damage;
- Prevent or regulate the construction of flood barriers which will unnaturally divert floodwaters or which may increase flood hazards to other lands; and,
- Make federally subsidized flood insurance available for structures and their contents in the City by fulfilling the requirements of the National Flood Insurance Program.
The Logansport Plan Commission is established in accordance with I.C.36-7-4-200 series and shall have the duties and powers prescribed as all procedures necessary for the proper administration and enforcement of the Logansport and Fringe Zoning Ordinance and Subdivision Ordinance. The Logansport Plan Commission shall adopt rules for the purpose of its supervision and administration and investigations and hearings which may not conflict with the Zoning Ordinance nor the Indiana Code. The powers and duties shall include the authorization of applications, procedures and documentations of Planned Unit Developments and Development Plan Reviews. Members of the Plan Commission are Stacy Odom-President, Josh LeDonne-Vice President, Krista Pullen-Secretary, Fred Seehase, James Donato, Derek Pullen, Ruth Baker, Gary Berkshire, and Zach Dodt.
Meeting dates:
Regular meetings for the purpose of conducting public hearings and the business of the Commission shall be held at 4:00 PM on the second Monday of each month in the City Council Chambers, Third Floor, Logansport City Building, 601 E. Broadway. When the date of any regular meeting coincides with a legal holiday, the meeting shall be held on the following Tuesday.
Subcommittees include: Architectural Review Committee and Development Plan Review Committee
The duties of the Board shall be to hear and make determinations for the filing of appeals. The Board shall also approve or deny all applications for variances and special exceptions to the Zoning Ordinances. Members of the board are Fred Seehase-President, Stacy Odom-Vice President, Bob Barrett-Secretary, Dave Shepler, Randy Pryor, and Jim Donato, Alternate.
Meeting dates:
Regular meetings to hear and determine petitions shall be held at 5:00 PM on the third Monday of each month in the City Council Chambers, Third Floor, Logansport city Building, 601 E. Broadway. When the date of any regular meeting coincides with a legal holiday, the meeting shall be held on the following Tuesday.

FAQs
- Where do I file for a Permit?
Go to the 3rd floor of the City Building (601 E Broadway, Logansport, Indiana 46947) in the Building Commissioner’s office.
- What all do I need to apply for a permit?
An Improvement Location Permit must be filled out and a site plan that shows your property lines with the setbacks from those property lines. Please also submit if required a septic permit from the Health Department (574) 753-7760 and/or a driveway cut from the Street Department (574) 753-4610.
- What do I do if I have a complaint?
Please fill out the a complaint form and submit it to the Planning Department with your signature.
