Lindsay Hyer

Executive Director

Lindsay Hyer serves as the Executive Director of Indiana’s Professional Licensing Agency (IPLA) leading all operations for the agency. The IPLA oversees 34 professional boards and commissions with over 571,000 active professional licensees.

Amy Osborne

General Counsel 

Amy Osborne serves as the General Counsel for the Indiana Professional Licensing Agency (IPLA). She is responsible for the legal operations of IPLA.

Osborne has dedicated the majority of her career to public service, working within a variety of state government agencies including the Secretary of State, Department of Education, and Public Access Counselor. In 2018, Osborne graduated from Indiana University Robert H. McKinney School of Law. She then began her legal career in private practice before returning to public service at the Attorney General’s office. Prior to her current role, Osborne served as Section Chief of Licensing Enforcement for the Indiana Attorney General’s office.

Beyond her professional endeavors, Osborne is a member of the 2008 class of the Richard G. Lugar Excellence in Public Service series and is a current member of the Indiana State Bar Association Leadership Development Academy. She is also actively involved in her local high school as the varsity volleyball coach and member of the booster club. Osborne lives with her family in Hancock County.

Eric Burton

Information Technology Director

Eric Burton serves as the Information Technology Director for the Indiana Professional Licensing Agency (IPLA). As IT Director, he is responsible for maintaining current operations while setting future direction and improving the online experience for both internal IPLA staff and Hoosier professional license holders.

Erik England

Chief Financial Officer

Erik England is the Chief Financial Officer for the Indiana Professional Licensing Agency (IPLA). England has devoted his career to public service. Prior to his role at IPLA, England served in financial roles across State of Indiana agencies including Indiana Department of Transportation (INDOT), Indiana Department of Environmental Management (IDEM), and most recently Indiana Office of Technology (IOT).

England is a native Hoosier and graduate of the Indiana University Bloomington Paul H. O'Neal School of Public and Environmental Affairs with a bachelor's degree in public financial management. He resides in Indianapolis with his wife and has three adult children.

Nick Hart

Deputy Director

Nick Hart is the Deputy Director of the Indiana Professional Licensing Agency. Prior to his current role, Hart worked as Director of Board Administration, Board Director of the Indiana State Board of Nursing, and as a Deputy Attorney General in the Licensing Enforcement Section of the Office of the Indiana Attorney General. Hart is a graduate of Indiana University Bloomington and the Indiana University Maurer School of Law.

Emma Yarber

Director of Legislative Affairs and Communications

Emma Yarber is the Director of Legislative Affairs and Communications for the Indiana Professional Licensing Agency (IPLA). In this role, Yarber develops and implements the agency’s public policy agenda by working with the General Assembly to further legislation and oversees all internal and external communications to support IPLA’s mission of serving Indiana’s licensed professionals.

Prior to joining IPLA, Yarber served as a legislative assistant at the Indiana House of Representatives, where she supported lawmakers on policy research, constituent services, and legislative initiatives. She also has experience in organizational operations and public engagement through her work with the House Republican Campaign Committee and the Indiana State Party.

Yarber is a graduate of Marian University, where she earned a bachelor’s degree in political science. She is currently pursuing her Juris Doctor at the Indiana University Robert H. McKinney School of Law.

Yarber resides in Indianapolis with her fiancé and their dog, Gibbs.

Zaneta Nunnally

Compliance Director

Zaneta Nunnally serves as the Compliance Director of the Indiana Professional Licensing Agency (IPLA). In this role, she serves as one of the IPLA’s main contacts to state and federal law enforcement partners, including the U.S. Drug Enforcement Agency (DEA) and the Health and Human Services-OIG (HHS). Prior to becoming the Compliance Director, Nunnally worked with the IPLA as a Compliance Office/Inspector for the Board of Pharmacy. She also worked at IU Health (formerly Clarian Health Partners) as a licensed pharmacy technician.

Kara Moore

Director of INSPECT

Kara Moore serves as the Director of INSPECT, Indiana’s Prescription Drug Monitoring Program. Moore guides government and business executives in the health and human services space. She is responsible for implementing PMP practices that assist providers to effectively flag at-risk patients and curb prescription drug abuse.

Katie Byers

Executive Assistant 

Katie Byers’ role as Executive Assistant supports the Indiana Professional Licensing Agency (IPLA) Agency Head and Executive Leadership. She also serves as Payroll Administrator. Byers started at the IPLA in Medical Licensure in 2006 and has held roles as in-house HR Assistant and Operations & Account Clerk.
