2026 RMBA Election Options
In the 2026 legislative session, Senate Enrolled Act 14 (SEA 14, now Public Law 104) was passed, which makes several important changes and creates new opportunities for State employees regarding the Retirement Medical Benefits Account (RMBA), which can influence their retirement planning.
RMBA Election Options
During the 2026 Open Enrollment period, certain active state employees, eligible for the RMBA, and hired before March 14, 2026, will be given the option to:

Transfer their entire RMBA balance (contributions and earnings) to a newly created 2027 RMBA, or
-
End their RMBA participation and receive a one-time, non-matching employer contribution into their Hoosier START 401(a).
This is the default option if employees do not complete an election.
- The one-time contribution will be calculated based on their continuous years of service and age during each respective year and should be the equivalent of their RMBA contributions balance, minus earnings.
- Employees who elect this option by choice or default and are on long-term disability at the time of the one-time contribution to their Hoosier START 401(a) account are ineligible to receive this type of employer contribution according to Internal Revenue Service rules and will be enrolled as a participant in the 2027 RMBA.
While RMBA elections will be made during the State’s Open Enrollment period, they will not be effective until January 1, 2027.
Some employees are excluded from this election. Details are outlined in the RMBA Toolkit.
Education Opportunities
Employees will have many opportunities to learn about the RMBA and consider their options. A secure balance look-up portal for RMBA is in development and will be available before the 2026 Open Enrollment period begins. Education opportunities include:
Required

In-person education

Virtual education

One-on-one appointments

Eligible employees will make their one-time, irrevocable election during the 2026 State of Indiana’s Open Enrollment period using SuccessFactors.

Encourage employees to attend

Use the RMBA Toolkit and re-share official messaging regarding the RMBA changes and important deadlines, including:

Initial communications and required education launch (as soon as late September 2026)

RMBA lookup portal availability (Target: October 2026)

RMBA election window opening and ongoing communication up to the election deadline. (It will mirror the State’s 2026 Open Enrollment period.)
Monitor employee completions
Monitor employee completions of required RMBA education and election.

Managers will be notified of employee assignments, approaching deadlines, and if the deadline has passed.
- Agencies can view assignments and completions for both the RMBA education and RMBA election modules in Tableau. Completion details can be found in the “Required Trainings by Agency” report.

Agencies will be provided a list of their employees who will be auto enrolled in the 2027 RMBA.

Exclusions
Some employees are not eligible to make a RMBA election.

Active employees hired after March 14, 2026. These individuals are not participants of the RMBA.

Active employees that had 15 years of applicable service and were eligible for full retirement as of June 30, 2017, and elected officials with at least 10 years of service as of June 30, 2017, are not eligible to make a RMBA election. These employees will automatically become participants in the 2027 RMBA.

Retired RMBA participants, survivors, and beneficiaries are not materially impacted by this change. Back-end changes associated with the creation of the 2027 RMBA will take place, but they will not change how the plan works or how the participant interacts with their plan.
