The Consolidated Plan and annual Action Plans define the intended use and methods of distribution for the following five HUD-funded programs.

Community Development Block Grant (CDBG) Program - administered by Indiana Office of Community and Rural Affairs (OCRA)
HOME Investment Partnerships Program (HOME)
Emergency Solutions Grant (ESG) Program
Housing Opportunities for Persons with AIDS (HOPWA) Program
National Housing Trust Fund (NHTF)

The Consolidated Annual Performance and Evaluation Report (CAPER) reports on accomplishments and progress toward the Consolidated Plan’s goals.
