The Prevention of Significant Deterioration/Emission Offset Checklist must be completed by an applicant if the proposed new construction is subject to 326 IAC 2-2 [PDF], Prevention of Significant Deterioration (PSD), or 326 IAC 2-3 [PDF], Emission Offset. New constructions subject to 326 IAC 2-2 include "major modifications" and "major stationary sources" as defined in 326 IAC 2-2-1(x) and (y). New constructions that are subject to 326 IAC 2-3 include "major modifications" and "major stationary sources" as defined in 326 IAC 2-3-1(s) and (t).
