Grants Management Resources
The Grants Office knows navigating the grant lifecycle management process can be challenging, and we are here to help. Here we have compiled grants management resources, tools, and useful information to aid Divisions with each stage of the grant lifecycle.
The Indiana Grants Management Collaborative
The Indiana Grants Management Collaborative is a forum for grants management professionals in Indiana to connect, exchange ideas, share best practices, and improve the management of state and federal grants across the state. One of the best ways to get involved with and learn more about the grants management process is by joining one of the following Grants Management Collaborative subcommittees.

- Processes and Forms
- Mentorship, Empowerment, Education, and Training
Membership is open to grants management professionals from across Indiana, including program, finance, and grants staff.
The Collaborative will meet quarterly starting in April of 2025. Subcommittees will meet on a regular basis, as determined by each subcommittee.

Applying for Funding
So your division has found a potential funding opportunity…what happens next?
When a Division finds a funding opportunity they are interested in pursuing, division or project leadership should reach out to the Grants Office to schedule an initial meeting and begin the application preparation process.
Once an initial meeting has been scheduled, the Grants Office will provide a Grant Overview form outlining the funding opportunity details and a Narrative Template to use as a guide while preparing the application.
After the initial meeting, the division will begin preparing the application and a proposed budget for submission. A week prior to the application due date, the Division will send their prepared application to grants office for a final review. After a final review, the Grants Office will carry out the official application submission through the appropriate channels.
The Grants Office obtains SBA approval for all new funding source requests, for both formula and discretionary grants, prior to the new federal fiscal year. The office also coordinates with program staff, as well as with federal funding staff, to provide SBA with the necessary documentation for new funding source approvals.
Divisions are encouraged to contact the Grants Office for training and assistance navigating the eCivis/Euna Grants Management System and all stages of the Grant Lifecycle.
Why Euna Grants Management System?
eCivis is now Euna Solutions! The Euna Grants Management System was implemented as a key element of OMB and SBA’s Next Level Grant management initiative in order to improve the federal grants management process. Euna Solutions is used to facilitate and manage grant activities at each stage of a grant throughout its lifecycle.
The Grants Office creates new projects for grants in Euna Solutions when a division expresses interest in pursuing a new funding opportunity and when applying for SBA approval for a new fiscal year. The Office also manages and completes SBA pursuance approvals, requests for funding source approvals, application preparation, and sub-recipient management tasks through Euna Solutions.
The office also maintains Euna Solutions projects throughout every stage of the grant lifecycle and all documents pertaining to a grant, such as award notices or amendments, are uploaded to the “Project Documents” tab in Euna Solutions.
Awarded Grants
Congratulations! You have been awarded a federal grant! Now the real work begins.
The Grants Office receives all Notices of Award from the federal awarding agency. After an award notice is received, the Grants Office will inform all appropriate leadership and upload any accompanying documentation into the Euna Solutions project documents tab.
An initial project launch meeting is then scheduled by the Grants Office to collaborate with financial and program team members to review the purpose of the grant and outline next steps.
Subrecipient Monitoring & Management
The implementation of Euna Solutions for facilitating grant lifecycle management has included introducing procedural updates to the subrecipient monitoring process
A few of the new requirements include:
- Claim submissions, approvals, and subrecipient monitoring tasks must be completed and recorded in Euna Solutions.
- The FMC 4.1 now requires Risk Assessments to be completed for every subrecipient during the application process. A Pre-award Questionnaire is available to use as a resource guide for completing Risk Assessments.
- Subrecipients awarded federal funding are required to submit a Federal Funding Accountability and Transparency Act form. Completed forms are to be submitted via email to grantsoffice@fssa.in.gov.
The Grants Office is available to assist Divisions with using Euna Solutions to create, release, and award Requests for Federal Funding and Direct to Award applications.
