Accomplishments for 2022

  • P-EBT issuance for FFY 2022 ensured that we brought supplemental food to School aged Students, children under the age of 6m and their families during the active Public Health Emergency (PHE).  This unique program only available during the PHE was a critical support to families.
  • DFR transitioned to a new contractor for the ten Central and Regional Change Centers (C/RCC's) throughout the State of Indiana.  This involved the preparation of the Request for Proposal (RFP) for the contract, evaluation of the proposals, the award of the contact, the negotiation and drafting of the contract, and the transition of the C/RCC operations to the new contractor, MAXIMUS.  The Learning and Development Team successfully launched the onboarding training for the new eligibility vendor, Maximus.
  • When Indiana’s PHE ended, DFR seamless transitioned from SNAP emergency allotments.
  • Successfully created and implemented a new training structure to decrease the in-class training time to 13 weeks to 9 weeks.
  • TANF State Plan renewal submitted and approved.
  • Develop customized trainings to increase accuracy of eligibility programs and supported the priority of retaining experienced staff
  • Established an estate recovery process for the burial program.
  • Indiana RAPP (Refugee Agricultural Partnership Program) grant has been reapproved for funding at $100,000 per year for three years. Sixteen refugee farmers learned about Indiana farming laws, soil, and sales to market, and were successful earning $120,000 in the 2021 growing season, and $140,000 this current year.
  • Release of RFP and Selection of Indiana Eligibility Determination Services System (IEDSS) Maintenance and Operations (M&O) vendor.
  • Maintained CMS, IRS, SSA Security compliance - maintained Authority to Connect (ATC)

The State of Indiana / DFR is excited to bring Maximus onboard to assist us in serving our fellow Hoosiers in our Central and Regional Change Center Eligibility Operation locations across the state. The State of Indiana, through RFP 22-68345, has completed the evaluation process for Central and Regional Change Center Eligibility Operations and selected Maximus US Services, Inc. for a new Contract beginning on April 1, 2022.  The current contract with Conduent State & Local Solutions, Inc., will remain in place through December 31, 2022.  The transition to the new vendor will begin April 1, 2022 until Maximus takes over the operations of the Central and Regional Change Centers on January 1, 2023.  Conduent has the right to challenge the decision of the award of this RFP and file an appropriate protest and appeal. All Conduent employees and employees of any sub-vendor under the current Conduent contact, will have the opportunity to apply for positions with Maximus.  Consideration will be given to any employee currently working under the current contract.  Additional information regarding this transition will be forthcoming in the near future.
