Privacy Notice

Pivot, an Indiana Workforce Recommendation Engine is an Artificial Intelligence-enabled application. It processes information you provide, along with education and workforce data collected over time from Hoosiers, to provide personalized job recommendations.

While your use of this application is completely voluntary, we want to ensure you understand how your personal information will be used by the Pivot and the Department of Workforce Development (DWD).

This privacy notice specifically explains how we collect, use, and share your personal information when you interact with the Pivot. This notice is limited to the Pivot application.

Collected Information:

The Pivot application will automatically import the following information about you from the information you provided when you filed your Unemployment Claim:

  • Education level
  • Location:
    • Rural-Urban Score
    • Region
  • Work Experience
  • Wage History
  • Unemployment Insurance (UI) Activity

Use of Collected Information:

DWD was established under IC 22-4.1-2-1, to be the sole agency to plan, coordinate, implement, monitor, and make recommendations regarding initiatives designed to prepare Indiana’s workforce for effective participation in the competitive and global economy.

To that end, DWD, through the Pivot, is using information it collects from you to provide you with personalized recommendations for occupations and related training to assist you in securing employment or better employment.

Federal and State law require that DWD protect your personal information.

How does the Pivot work?

In artificial intelligence (AI) terms, the Pivot is a recommender application. A recommender application is a class of machine learning that uses data to help predict, filter down, and find what an individual is looking for among an exponentially growing number of options. Specifically, the Pivot is a hybrid filtering recommender application, and makes recommendations based on both similarities between users and user preferences.

The Pivot takes input (information collected from you), processes your information through an algorithm that compares your information to data collected from other similar users, along with your preferences, and provides an output (the recommendations).

What will the Pivot provide?

As a user of this application, you can expect the following output as a result of the Pivot’s processing of your information:

  • Occupation recommendations
    • The Pivot will provide you with a list of occupation recommendations that attempt to maximize your career opportunities by analyzing the successful career transitions of other workers with similar education and employment histories
  • Training recommendations
    • The Pivot will provide you with job training recommendations for each occupation recommended to you

What is the effect of the recommendation on UI eligibility or benefits?

None; the Pivot will not be used to determine your eligibility for UI or any other state benefits.

Distribution of collected information:

Pivot recommendations and related collected information will not be distributed or disclosed to any person outside of DWD, unless authorized by federal or state law or DWD has your consent to share the information.

Retention of Collected Information:

The State of Indiana government, including DWD, is required to maintain many government records under the Indiana Archives and Records Act for archival and historical purposes.

When you provide personal information through the Pivot, such information is handled as it would be in an in-person transaction in a government office, and is subject to the laws, regulations, practices, and procedures of the respective agency.

User choices:

Use of the Pivot is completely voluntary.

Security:

DWD is committed to ensuring the integrity of the information and applications it maintains. As such, DWD has instituted security measures for all information applications under its control in a best effort to ensure that information will not be lost, misused, or altered.

For site security purposes, and to ensure that our Internet services remain available to all users, DWD uses software programs to monitor traffic to identify unauthorized attempts to upload or change information or otherwise harm the integrity of the Pivot. In the event of authorized law enforcement investigations and pursuant to any required legal process, information from these sources may be used to aid in the identification of an individual.

Responsibility For External Sites:

This website may contain links to other web sites. Some of those web sites may be operated by third parties. We provide the links for your convenience, but we do not review, control, or monitor the privacy practices of web sites operated by others.
