The SHSP grant assists state, local, tribal and territorial efforts to build, sustain and deliver the capabilities necessary to prevent, prepare for, protect against and respond to acts of terrorism.

  • Unique Entity Identifier (UEI) Registration

    To apply for federal funding opportunities, a Unique Entity Identifier (UEI) number, as well as a current status in the System for Award Management (SAM) is required. It may take four weeks or more after submission for the registration to become active in SAM and an additional 24 hours for to recognize the information. This can be done online at

    Be aware that all entities renewing or updating their SAM registration at are required to submit an original signed, notarized letter confirming the authorized entity administrator associated with the Unique Entity Identifier (UEI) number before the registration is activated.

  • National Cybersecurity Review (NCSR)

    The Federal FY24 HSGP NOFO has made the 2024 Nationwide Cybersecurity Review (NCSR) optional. IDHS still highly recommends organizations complete the NCSR, as it is a good way for organizations to benchmark and measure progress toward improving their cybersecurity, at no cost. The NCSR is estimated to be open from October 2024 to February 2025.

    Below are resources to increase awareness and understanding of the optional FY2024 NCSR, as well as support for registration and completion of the NCSR:

    • NCSR-Overview: Provides a high-level summary of the NCSR and its benefits.
    • NCSR General User Guide: Provides end-user guidance on accessing and navigating the NCSR portal, as well as directions on completing the assessment. Information on the automated reports is also included.
    • NCSR FAQs: Provides answers to frequently asked questions specific to the NCSR.
    • NCSR Completion Certificate: Provides directions on accessing the NCSR Completion Certificate.
  • Post-Award Manual

    IDHS has created a resource manual for grant sub-recipients to use as a reference guide for administration of federal and state grants awarded through IDHS. The Post-Award Grants Manual provides information on the grant cycle, administration, financial management, program management and compliance.
