Beginning her professional career with the United States Postal Service, Ms. Bordone represented management in contract administration. She then began a career with the National Labor Relations Board, holding various professional positions in California, Oklahoma, Ohio and Indiana, which enabled her to gain expertise in conducting hearings as well as analyzing issues in a broad spectrum of industries. Her work required in-depth knowledge of the collective bargaining process from initial union organizing campaign through contract negotiations and arbitration. As Regional Director for Region 25 (Indiana) for the NLRB, Ms. Bordone analyzed labor relations issues and made determinations based on them, as well as issuing decisions and reports based on hearing records and investigative reports, making findings on bargaining units, voter eligibility, and conduct of election issues. Ms. Bordone received her Jurisprudence Doctrate from Indiana University School of Law in 1998. She currently works as a labor and employment arbitrator and mediator.
A graduate of Indiana University, Mr. Branham has worked in the United States Treasury Department as a mediator of civil rights cases and a facilitator of labor-management meetings. In his private practice, Mr. Branham has mediated a broad array of cases at the federal, state, and local levels. He is a certified mediator for the US Treasury Shared Neutrals Program and a member of the Indiana Association of Mediators. Mr. Branham is a panelist and/or mediator for National Futures Association, Madison County Community Justice Center, Better Business Bureau, US Equal Employment Opportunity Commission, and the US District Court, Northern District of Indiana and Western District of Kentucky.
Following his graduation from Indiana University, Mr. Carmichael worked in progressively more responsible positions within the Employee-Labor Relations field. Included in this 30-plus year career was the held position of Chief Spokesperson for labor contract negotiations. The last ten years he has served as a Commissioner within the Federal Mediation & Conciliation Service. In this capacity, he mediated & facilitated the negotiations of over 100 school corporation contracts and also provided grievance mediation and ADR services. In addition, Mr. Carmichael has provided training for many schools in the areas of effective joint committee problem solving, new approaches to contract negotiations, conflict resolution, and improved relationships.
Dr. Carrell is Dean of the College of Business at Northern Kentucky University, which located in the greater Cincinnati area. He received his doctorate from the University of Kentucky, and MBA and B.A. in Economics from the University of Louisville. Most of his professional career has been in the Louisville area and has included positions as a personnel director and labor negotiator. These positions enabled him to build a management consulting practice while teaching at the University of Louisville. In addition, he was elected to the City of Louisville Board of Aldermen for five terms, and served as President of the Board and Mayor Pro-tem for three terms.
Dr. Carrell has authored over 50 scholarly works in some of the leading management and human resource journals including The Academy of Management Journal, The Academy of Management Review, Organizational Behavior and Human Performance, Personnel Journal, The Personnel Administrator, HR Magazine, Labor Law Journal, Business Forum, Personnel, The Journal of Accountancy and Training, and Public Personnel Management. Dr. Carrell has also published several books in the fields of negotiation, collective bargaining and labor relations, organizational behavior, and human resource management. During his academic career he has received awards for both outstanding research and teaching.
Ms. Drew holds a Jurisprudence Doctorate from Indiana University School of Law and has a wide range of experience in administration and management of contracts. Margaret has assisted the City of Indianapolis legal division with contracts and personnel issues, and has served as legislative liaison to the Indiana general assemblies for two years.
Dr. Dworkin received his PhD in Industrial Relations from the University of Minnesota. He has worked at Purdue University since 1976, and has been the Chancellor of the Purdue North Central campus in Westville, Indiana since January 2000. Dr Dworkin has served as an arbitrator on both the FMCS and AAA labor panels. Dr Dworkin is a member of the National Academy of Arbitrators, and also serves on the panels of the National Mediation Board and Iowa Public Employment Relations Board.
Dr. Findley received his Ph.D. in Education from the University of Iowa. He was a Professor of Education at Indiana State University from 1967 to 2002, when he became an adjunct professor there. Dr. Findley has been a member of the IEERB panel since its inception in 1974.
Mr. Hatch worked for the IEERB as a labor relations specialist for 24 years before retiring in 1999. Since that time, Mr. Hatch has taught public sector labor relations at IUPUI, and is also a business administrator.
Mr. Hetrick is an independent arbitrator, fact finder, and mediator located in Leesburg, Indiana. He has worked in human resources and/or labor relations since 1965 and is currently an instructor at Indiana Vocational Technical College, teaching labor history. Mr Hetrick has been involved in a wide variety of industries, as well as multiple labor relations boards for Indiana and surrounding states. In addition to his service on the IEERB panel, Mr. Hetrick currently serves on the Iowa Public Employment Relations Board panels for fact finding, interest and grievance arbitration.
With over 30 years of experience in both the public and private sectors, Dr. Krauss has expertise in strategic planning, intergovernmental relations and conflict resolution, economic development, labor/management disputes, management restructuring, employment and contract disputes and facilitation and group consensus building. Dr. Krauss is the Director of the Center for Urban Policy and the Environment at the Indiana University Purdue University-Indianapolis School of Public and Environmental Affairs. He is also an adjunct professor at the Indiana University School of Law-Indianapolis, teaching public policy mediation and the 40-hour civil mediation certification course. Dr. Krauss is a member of numerous labor and mediation panels, including AAA, National Arbitration Forum, US Environmental Institute for Conflict Resolution, and the US Postal Service REDRESS Program.
Ms. Land worked for IEERB for many years, serving as labor relations specialist until her retirement in 2000. Holding both a Jurisprudence Doctorate and a teacher's license, Ms. Land is a former teacher and labor management representative at International Harvester.
Ms. Lapointe is a seasoned trial attorney, graduating from Indiana University School of Law-Bloomington, magna cum laude, in 1987, and has handled jury trials in state and federal courts, as well as hearings before administrative agencies. Ms. Lapointe assists employees and employers in employment disputes. She is also experienced in collective bargaining and union issues. In addition to her experience in labor and employment law, Ms. Lapointe has handled other complex litigation, including partnership disputes, probate, commercial, and personal injury litigation.
Ms. Lapointe was named an Indiana Super Lawyer for 2006 and 2007. She is admitted to practice law in Indiana, the United State District Court, Southern and Northern Districts of Indiana, and the United State Court of Appeals for the Seventh Circuit. Prior to entering the private practice of law, she was a judicial clerk for the Honorable V. Sue Shields, Indiana Court of Appeals, and prior to law school, Ms. Lapointe was a teacher for six years.
Louis J. Manchise has been a mediator in the Greater Cincinnati-Northern Kentucky area for the past 33 years. Most recently before joining the faculty at NKU, he served as Director of Mediation Services, Federal Mediation Service (FMCS) in Cincinnati. He is very well known in the conflict management community as a dedicated, hard working, fair and creative problem solver. Throughout his 33 year career he has mediated a wide spectrum of dispute mediation cases. The nature of the cases he has been involved in are: employee/employer matters, commercial disputes, court cases, grievances, EEO complaints, peer conflict, labor-management negotiations, inter and intra governmental conflict-federal, state county and cities, regulatory negotiations and the facilitation of business meetings. As a member of the Federal Mediation Service he was an outside mediator for the United States Postal Service, The Internal Revenue Service, the Department of Labor as well as numerous organizations in both the private and public sectors.
Mr. Manchise's work includes resolving disputes in industry, manufacturing, school systems, cities, state/federal governments, service organizations and non-profit institutions.
In 2006 Mr. Manchise received the prestigious National Abner Award for his contributions to the field of conflict resolution. He was recognized for his promotion, teaching, writing and implementation of interest based techniques to the field of negotiations and problem solving. There have been only 19 recipients of the National Abner Award since its inception in 1976.
Marvin V. Pavlov attended University of Indianapolis where he obtained an Honors Bachelor of Arts in Psychology and Political Science. While at University of Indianapolis, Marvin served in numerous leadership positions, including elected class president and student body president.
Upon completing his undergraduate studies Professor Pavlov worked as a lobbyist after which, he attended University of Miami School of Law and obtained a Jurisprudence Doctorate. He started his own dispute resolution business and became a college professor of economics, business, and psychology.
He is the owner and president of a dispute resolution and education company, and is adjunct professor at Indiana University-Purdue University at Columbus. Also, Marvin serves on the University of Indianapolis Alumni Association Board of Directors and is the elected President of the Indiana Association of Mediators.
Holding a Jurisprudence Doctorate from the John Marshall Law School in Chicago, Illinois, Mr. Perkovich has been a field examiner and trial attorney for the National Labor Relations Board and served as Executive Director for the Illinois Educational Labor Relations Board. Mr. Perkovich is currently the Executive Director of Dispute Resolution Center at DePaul University in Chicago.
Mr. Perkovich is a member of the National Academy of Arbitrators and has arbitrated and mediated countless labor-management and employment disputes. He is also a Visiting Assistant Professor of Conflict Management Studies in the Kellstadt Graduate School of Business at DePaul University and has been published on the subject of alternative dispute resolution in a number of academic journals.
Mr. Riley has had significant experience in the area of educational law, public sector collective bargaining, mediation, arbitration and fact finding. He is a 1965 Indiana University, Bloomington graduate who received his Juris Doctor degree from Valparaiso University School of Law in 1968 and was admitted to the Indiana Bar that same year. He is also licensed to practice in the states of Michigan and Illinois. He formerly represented 5 different school districts in Northern Indiana and was an adjunct professor of school law at Indiana University-South Bend for 20 years. He was also an instructor at Purdue University, (Lafayette campus and Purdue North Central) for 18 years. In addition to his public sector labor law experience, Mr. Riley has concentrated his practice in the area of Trust and Estate law since 1990.
Carolyn Roper, Ph.D., is Assistant Professor of Organizational Leadership and Supervision at Purdue University North Central in Westville, Indiana. Dr. Roper teaches courses in change management, conflict management, labor/management relations, strategic planning, and supervision at the undergraduate level and business negotiation at the graduate level. Her research interests are managing change in organizations, strategic planning, and business ethics. Before joining the university, she held teaching, directing, and managing positions in the public and private sectors for 30 years.
Dr. Roper's positions have included high school English teacher at Benton Central Junior Senior High School and Lafayette Jefferson High School; UniServ Director and collective bargaining specialist for the seven counties in far northwest Indiana and then professional development manager for the Indiana State Teachers Association; the first director of the Beginning Teacher Internship Program for the Indiana Department of Education; Director of Business and Industry Training for Ivy Tech State College, and Sales Administrator for Diener Seeds in Reynolds, Indiana. She has also taught bargaining courses at Purdue University in West Lafayette and Westville for ten years.
Dr. Roper has worked extensively with unit determination hearings, representation elections, fact-finding and unfair labor practice hearings, and especially mediation governed by IEERB procedures.
Since 1973, Mr. Russell has been involved with teacher collective bargaining as a hearing examiner, election officer, mediator and fact-finder as well as Director (supervisor) of the staff at IEERB. Don also arbitrated grievances and interest arbitrations in Ohio for teachers and school boards. Since retiring from IEERB, as a full-time arbitrator, Don mediates for the US Postal Rural Services of Indiana and NASD Dispute Resolution (securities). Mr. Russell is a member of AAA and FMCS.
Mr. Simeri's education includes a B.A., cum laude, from the University of Notre Dame and a J.D. from the Northwestern University School of Law. He has mediated over 2000 cases and serves on various panels and tribunals including the National Arbitration Forum, NASD Regulation, Inc., Resolute Systems, the United States Postal Service REDRESS Program; the EEOC ADR Program, and the HealthCare Excel Medicare Mediation Program.
Mr. Simeri's past legal experience includes representation of individuals and organizations in matters involving contract negotiations for public and private sector employees and employers; and in numerous arbitrations involving collectively bargained contracts; and in proceedings before the Indiana Occupational Safety and Health Agency (IOSHA); the Indiana Workforce Development Agency; the National Labor Relations Board; and the Indiana Workers Compensation Board.
Ms. Stager has mediated since 1983, primarily in the areas of victim-offender, family/divorce, community disputes and teacher contract disputes. She developed the first course at Indiana University on Alternative Dispute Resolution in 1988. Currently, she is a full-time lecturer at Indiana University-Bloomington's School of Public and Environmental Affairs, teaching undergraduate, graduate and executive education classes in mediation and ADR. She is co-trainer of a civil mediation course at the Indiana University School of Law-Indianapolis, a certified mediation trainer for the Department of the Navy's employee mediation program, and a mediation trainer for the local community mediation center.
Mr. Weisheit is a member of the FMCS, AAA, National Academy of Arbitrators, as well as several other state's relations board's panels and maintains memberships with various community organizations. Mr. Weisheit began as a teacher and counselor in Ohio and then entered public sector employee relations. Mr. Weisheit has worked as a labor relations specialist in the bargaining and research division for the Ohio education association for several years. Currently, Jack assists with alternative dispute resolution, arbitration, fact-finding and mediation for the education association.
