The Northeastern Indiana Regional Coordinating Council as the Metropolitan Planning Organization and Regional Planning Organization collects a substantial amount of traffic data on the urban and rural roads in Northeast Indiana. Traffic volumes, vehicle classification, travel speeds, crash locations and other road related information is collected and managed by the transportation planning team.
Traffic Counts
Traffic counting provides an important base for short and long range transportation planning in an area. NIRCC is responsible for collecting and recording traffic count data for more than 2,000 traffic count links just within Allen County. NIRCC also collects traffic data in the small urban and rural areas in Adams, DeKalb and Wells Counties. In addition, we assist the Indiana Department of Transportation by collecting information on highways under their jurisdiction.
Intersection/Arterial Data
Managing the operational characteristics of intersections and major arterials is the most effective process for addressing congestion. Intersection studies gather traffic flow through an intersection and analytical procedures are applied to measure the level of service. Level of service is used to evaluate the performance of an intersection that directly relates to its ability to efficiently move traffic. The studies normally assess morning and evening peak hour travel. Intersections can also be evaluated collectively along a selected corridor to analyze the overall performance of the roadway. These studies provide valuable information that helps determine operational (traffic signal timing and phasing) and physical improvements (additional travel and turn lanes).
Travel Time Studies
Another activity conducted by NIRCC is the travel time and delay studies. Travel time is one method to measure the congestion in the transportation system.
