NIRCC is available to assist communities within Adams, Allen, DeKalb, and Wells Counties with community development activities. We can assist communities with projects receiving funding through a myriad of sources such as grants and loans from the Indiana Office of Community and Rural Affairs (OCRA), State Revolving Fund (SRF), Department of Natural Resources (DNR), Land and Water Conservation Fund (LWCF), Indiana Brown Fields, Indiana Department of Environmental Management (IDEM), United States Department of Agriculture (USDA), United States Environmental Protection Agency (USEPA), Economic Development Administration (EDA) and other State, Federal, and private programs. We can also assist communities with the preparation and maintenance of their ADA and Title VI compliance documentation. NIRCC can also conduct Red Flag Investigations and provide other environmental review services. Environment
A healthy environment promotes vibrant communities which is why NIRCC is dedicated to assisting our member communities with maintaining and/or improving their natural environment. NIRCC assists communities achieve their environmental goals by ensuring transportation projects conform to established air quality emission standards, producing red flag reports prior to road projects being completed to identify potential environmental risks, and working to improve water quality in NE Indiana’s open waters.

Title VI
Title VI of the Civil Rights Act of 1964 protects people from discrimination in programs and activities receiving federal financial assistance. A federal-aid recipient must have an Implementation Plan to prevent discrimination in all of its programs and activities. Water Trails
The Northeast Indiana Water Trails Initiative is a regional partnership working to increase recreation opportunities on our waterways by promoting boat access, water safety and stewardship, and the development of regional water trails that will empower our citizens to become more active and unified.
