The Northeastern Indiana Regional Coordinating Council (NIRCC) is a voluntary organization of local governments that collaborate on regional issues including transportation, transit, community development, environment and other matters that impact the region. NIRCC is a Regional Planning Organization (RPO) working in Adams, Allen, DeKalb, and Wells County, as well as the designated Metropolitan Planning Organization (MPO) responsible for conducting transportation planning in the Fort Wayne-New Haven-Allen County Metropolitan Planning Area.  Working with other public and private agencies, NIRCC strives to implement community development and transportation improvements that assure healthy and orderly growth. As the MPO a prime mission of NIRCC is to support a well-coordinated, multi-modal and functional transportation system to satisfy existing and future travel demands. As the RPO, NIRCC supports its communities with plans and grants for municipal water systems, sanitary sewers, storm-water, park expansions and improvements, multi-purpose trails, blue trails, brownfield redevelopment, water quality and other environmental activities.
