Pete Miller

Indiana Chief Data Officer and Executive Director, Indiana Management Performance Hub

Keynote

Pete Miller was appointed by Gov. Braun as Indiana’s Chief Data Officer and Executive Director of the Management Performance Hub on January 13, 2025.  He has served in a variety of state government roles including:  Deputy Director of the Government Efficiency & Financial Planning division of OMB under Gov. Daniels, elected State Senator representing Hendricks and Putnam counties, appointed member and secretary of the Indiana State Board of Education, and Executive Director of the Distressed Unit Appeal Board under Gov. Holcomb.  He has significant private sector experience as well, having worked as a systems consultant, database analyst and manager of a business intelligence team.

Pete has a passion for extracting value-added information from data, and is mindful that data management is as much about people and processes as it is about technology.  He graduated from Purdue University with a BS in Industrial Management and a Computer Science minor.

Scott Maitland

Director of Enterprise Solutions, Indiana Management Performance Hub

Presenter - Data Governance & Privacy

Scott Maitland is the Director of Enterprise Solutions for the Indiana Management Performance Hub, where he directs the Data Science team, and leads AI Planning and Strategy for the State of Indiana. He holds a Bachelor's in Applied Computer Science from Purdue University, and an MBA from Butler University. Scott started in the public sector as a programmer with the Indiana Department of Local Government Finance before leading the Information Systems Division and eventually becoming Deputy Commissioner & Chief of Staff. Outside of office hours, you'll find Scott cheering on the Indianapolis Colts and the St. Louis Cardinals, playing chess, or spending time with his wife, Emily, and two children, Miles and Penny.

John Stark

John Stark is a governance leader specializing in the development and implementation of enterprise data and AI policies. Currently serving as the Director of Data Governance at the Indiana Management Performance Hub, he oversees enterprise-wide Data and AI Governance Programs across the State of Indiana’s Executive Branch. In addition to his leadership at the state level, John also has served on the Enterprise Data Management Association (EDMA) U.S. Public Sector Forum Steering Committee and contributed to EDMA's DCAM v.3 framework. He holds professional certifications as an Artificial Intelligence Governance Professional (AIGP) and has earned data management certifications in DCAM and CDMC. He is dedicated to establishing data and AI literacy while delivering transparent, impactful solutions that advance organizational maturity.

Dr. Zach Horton

Principal Data Scientist, Indiana Management Performance Hub

Dr. Zach Horton serves as the Principal Data Scientist for the Indiana Management Performance Hub, supporting Indiana's data and AI-related efforts. He earned his PhD in Statistics from the University of California, Santa Cruz where his research focused on nonparametric time-to-event models. During his studies, Zach worked as a quant researcher for Double River Investments and published more than a dozen papers in collaboration with kinesiology researchers from several schools in North Carolina, Michigan, and Utah. Zach earned his bachelor's and master's degrees from Brigham Young University where he met his wife, Jaelynn. Originally from West Lafayette, Zach is delighted to be back in Indiana surrounded by midwestern hospitality and serving his fellow Hoosiers .

Chris Schilling

Data Governance Program Manager Indiana Management Performance Hub

Presenter - Data Governance & Privacy

Christopher Schilling is an Associate Data Governance Project Manager at Indiana’s Management Performance Hub (MPH), where he partners with state agencies to strengthen data quality, stewardship, and ethical AI practices across the public enterprise. His governance toolkit blends recognized frameworks and training—DCAM v2 and CDMC (EDM Council), NIST AI Risk Management Framework coursework, and AI Ethics for Professionals—with practical program delivery to accelerate trusted data use for policy and operations.

Before MPH, Christopher served as a User Support Specialist with Indiana’s Legislative Services Agency, providing front‑line IT support and reliability for mission‑critical systems. He has also led technical initiatives with Girls Inc., bringing an inclusive, community‑oriented lens to technology projects. Christopher earned his B.S. in Informatics from IUPUI, grounding his work in information architecture, systems, and human‑centered design. He lives and works in Indianapolis, engaging regularly on responsible data, governance maturity, and practical AI adoption in government.

Scott Wiltsey

Eastern U.S. Sales Leader, Microsoft’s SLED organization

Keynote

Scott Wiltsey is the Eastern U.S. Sales Leader within Microsoft’s SLED organization, where he is responsible for the Microsoft AI Workforce portfolio including Copilot, Microsoft 365 and related AI-powered productivity solutions. In this role, Scott works closely with State, Local, Higher Education and Academic Medical Center leaders to help organizations responsibly apply AI to improve productivity, decision-making, and mission outcomes.

A 23-year Microsoft veteran, Scott has spent his career supporting public sector customers through major waves of technology transformation, from datacenter-centric consolation to early cloud adoption and now, AI-driven workforce modernization. Prior to Microsoft, he served as Vice President and Managing Director at CiBER, where he partnered with both public and private-sector organizations on complex digital transformation initiatives.

Scott brings a practical, operator’s perspective on how emerging technologies can be applied thoughtfully and pragmatically in SLED environments.

Erik Huntoon

Deputy IT Director, Indiana Office of Technology

Keynote

Erik Huntoon is an IT professional with more than 25 years of experience, having started in the field in 1999. He joined the Indiana Office of Technology in 2016 and has served as Deputy Director of the Messaging & Collaboration team since 2023. In this role, Erik helps lead statewide collaboration platforms, modernize communication services, and support secure, reliable messaging capabilities for Indiana government. He also oversees efforts to safeguard State of Indiana data across Microsoft 365 services and Copilot, ensuring that sensitive information remains protected while enabling agencies to adopt modern AI driven tools responsibly and securely.

Stan Crosley

Managing Partner, Crosley Law Offices and IAPP

Keynote Presenter - Data Governance & Privacy

Stan Crosley is the founder and managing partner of Crosley Law Offices (est. 2010), and, along with Fred Cate, in 2022 created and launched Red Barn Strategy. Stan has more than 25 years of privacy and data strategy experience and is the former Chief Privacy Officer at Eli Lilly and Company, where he initiated and implemented the privacy program in 2000 as one of the first CPOs in the United States.   In addition to Crosley Law and Red Barn, Stan is currently the Chief Policy Strategist for the Information Accountability Foundation, an Adjunct Professor of Maurer School of Law, and a Senior Fellow with the Future of Privacy Forum.  Stan is a former board member of the by the International Association of Privacy Professionals (IAPP) and was recently named a Westin Emeritus Fellow by the IAPP one of only 50 globally among a professional association of 95,000 members.

Stan was a co-founder of the International Pharmaceutical and Medical Device Privacy Consortium, which he chaired for its first decade, is a former member of the board of IAPP, and was co-chair of the HHS/ONC Privacy and Security Workgroup. Stan’s experience extends from in-house chief privacy officer to an attorney with three separate large law firms, to appointments in academia, research NGOs, non-profit advisory boards, and federal government committees and is a frequent speaker on data strategy, digital governance, and data protection at conferences around the world. Crosley Law and Red Barn Strategy are incredibly fortunate to work with some of the largest and most successful multinational corporations in the world on data strategy and data governance, as well as small start-ups and non-profits, across the business ecosystem.

Matthew Stucky

Data Governance Lead, Indiana Department of Health

Presenter - Data Governance & Privacy

Matthew Stucky is the Data Governance Lead at the Indiana Department of Health, where he guides the development and implementation of the agency’s data governance framework. He works across divisions to strengthen data quality, consistency, and transparency, and recently created IDOH’s Data Stewardship Subcommittee. Through this effort, he is formalizing a stewardship program that includes policies and standard operating procedures for cataloging datasets, defining critical data elements, and improving linkages across the agency.

With more than 15 years of experience in data governance, privacy compliance, and program and project management, Matthew has led complex data initiatives across state government. His previous work includes consolidating data from more than ten vendors into a unified system and leading the team that built a real-time data tracking solution for the State Psychiatric Hospitals. He also served as data project lead on a statewide initiative that reduced state hospital wait times from four months to four weeks, earning the Governor’s Public Service Achievement Award in 2023.

Matthew brings a collaborative approach to data strategy and a strong commitment to building sustainable governance structures that support informed decision-making and long-term organizational maturity.

Alexandra Curtis

Epidemiologist, Marion County Public Health Department

Presenter - Visualization & Analytics

Alexandra Curtis graduated from the University of Iowa in 2020 with a PhD in Biostatistics. She currently serves as an Epidemiologist at the Marion County Public Health Department (MCPHD) where she has evaluated Community Health Worker programs, developed local forecasting models for overdose, and has conducted and analyzed key informant interviews for qualitative research on social determinants of health in Marion County. Her other work at MCPHD includes developing intensity thresholds to be used by local hospital networks to help decide actions to be taken during flu seasons based on available data and creating user-friendly, interactive reports using Power BI.

Ariane Thomas

Epidemiologist, Marion County Public Health Department

Ariane Thomas is an Epidemiologist at the Marion County Public Health Department where she serves as the REACH program evaluator and syndromic surveillance epidemiologist. She graduated from Indiana University Indianapolis where she earned a BSPH in Community Health in 2017 and MPH in Epidemiology in 2019. Her current projects include creating a Power BI respiratory illness dashboard, monitoring emergency department visits during large local events, and developing reports for the REACH program.

Taylor Eisele

Cancer Epidemiologist, Indiana Department of Health

Presenter - Data in Action

Taylor Eisele has been the state cancer epidemiologist at the Indiana Department of Health for the past 7 years. Taylor holds a B.S in Biology from University of Illinois and an MPH in Epidemiology from the Fairbanks School of Public Health at IUPUI. In her role, Taylor acts as the head of cancer surveillance and cancer data.  Her interests focus on increasing data quality, accessibility and transparency through her projects such as creating a cancer data dashboard, county cancer burden fact sheets, and revamping the Indiana cancer cluster inquiry process. In her spare time Taylor enjoys reading and spending time outdoors with her husband, two little girls and corgi.

Colin Stauffer

Colin Stauffer is co-founder of Big Impact Group, an Indiana-based firm that helps public sector and mid-market organizations adopt AI in ways that actually stick. Colin leads the firm's public sector practice, focused on the practical side of adoption — prompting, workflows, change management, and the operational details that separate AI projects that deliver from the ones that stall. Colin is part of the team leading executive AI training for the Indiana Management Performance Hub, working directly with agency leaders across Indiana state government to build AI fluency at the cabinet and commissioner level. His local government clients include the Cities of Fishers, Terre Haute, and Westfield, and Tippecanoe County, where he has delivered readiness assessments, hands-on workshops, and custom use cases for employees across dozens of job functions.

Colin lives in West Lafayette with his family and believes AI's biggest wins in government won't come from flashy pilots — they'll come from giving everyday employees the permission and skill to use the technology well.

Sarah Feeney

GIS Analyst and Public Health Geographics Team Lead, Indiana Department of Health

Sarah is a GIS Analyst and lead of the Public Health Geographics team within the Office of Data Analytics at the Indiana Department of Health (IDOH). She received a Bachelor of Science in Public Health with a minor in geography from the Ohio State University, and is currently pursuing a Master in Public Health at IU Bloomington. She employs spatial analytics and bio  statistical techniques to support and inform health initiatives at the state level.

Michael White

Michael White is a Hazmat Specialist and FAA Part 107 UAV Pilot for the Indiana Department of Homeland Security. He has vast experience with Unmanned Aerial Vehicles in Emergency Response, Traffic and Croud Control and Mapping. Retired US Navy with over 40 years in public safety to include Police, Fire and EMS experience.

Shaun Scholer

Imagery and Elevation Program Manager, Indiana Geographic Office

Shaun Scholer manages the Statewide Imagery and Elevation Program for the Indiana Geographic Information Office. Over the past 30 years, he has been active in the Indiana geospatial community. Before his current role, he spent 18 years directing the Wayne County and City of Richmond GIS Interlocal. Prior to that, he held project leadership roles at The Polis Center and GRW. Additionally, Shaun has served in several leadership roles within the Indiana Geographic Information Council (IGIC). He also holds a master’s degree in Geography from Indiana State University.

Tim Clark

Timothy Clark is a GIS Specialist at the Indiana Geography Information Office. Timothy brings a unique background from a previous career in campaigns, elections, and advocacy where he used data analysis and visualization to drive better decision-making.  Timothy holds a degree in Geography from Indiana University Bloomington and is a strong supporter of Indiana’s geospatial community. He also brings 3 years of experience in Geospatial Data Science consulting. Timothy joined the IGIO in January this year to support the office’s infrastructure, manage the state’s Indoor GIS program and develop more ways for end users to use and benefit from geospatial data.

Dr. Chelsea Haring-Cozzi

Chief Executive Officer, Coalition for Homelessness Intervention and Prevention (CHIP)

Dr. Chelsea Haring-Cozzi is a champion of collective impact, a compassionate leader, lifelong learner, and advocate for equitable and effective systems change.  She serves as the Chief Executive Officer for the Coalition for Homelessness Intervention & Prevention (CHIP), the lead agency for the Indianapolis Continuum of Care and the Streets to Home Indy initiative. Before joining CHIP, Chelsea worked in Community Impact at United Way of Central Indiana, focusing on issues of homelessness, mental health, and criminal justice reform. Prior to that, she was an Assistant Professor of Political & Justice Studies in Chicago, IL. Chelsea has dedicated her professional life to engaging, researching, teaching, and advocating for inclusive and fair opportunities for all individuals, with a specific focus on social justice in housing, education, and the criminal justice system. She holds a master’s degree in public administration (MPA) and a Ph.D. in public policy and political science from Michigan State University. Chelsea enjoys hiking, good coffee, live music, brunch, and traveling.

Sarah Wiehe, MD, MPH

Professor of Pediatrics and Associate Dean of Community and Translational Research, Indiana University School of Medicine

Sarah Wiehe, MD, MPH is a Professor of Pediatrics and Associate Dean of Community and Translational Research at Indiana University School of Medicine and Co-Director of the Indiana Clinical and Translational Sciences Institute. She is a Research Scientist at the Regenstrief Institute and Adjunct Professor of Epidemiology at Fairbanks School of Public Health. She has expertise in community engagement, patient-centered research methods, creative use of existing data, data-sharing partnerships, and health services research. Her research focuses on identifying and addressing health disparities among vulnerable populations, including individuals involved with the justice system, living in poverty, diagnosed with mental health and substance use disorder diagnoses, experiencing trauma, and living with HIV. She partners with a diverse array of community and academic partners on this research to identify opportunities for interventions to promote health.  Sarah enjoys spending time outdoors, gardening, cooking, and camping with her son.

Megan Barber is the Data & Reporting Specialist for Hamilton Southeastern Schools. Her work focuses on transforming complex datasets into meaningful insights through tools like Power BI, helping educators and administrators better understand student outcomes and system performance. She holds a Master’s in Public Affairs from Indiana University Indianapolis, where she developed a strong foundation in public service, policy, and data-driven analysis. Megan is deeply committed to advancing equitable education, promoting student safety, and strengthening digital literacy across Hoosier communities. Outside of her professional role, she enjoys fiber arts, gardening, and exploring the neighborhoods of Indianapolis.

Brad Ferris

Academic Achievement & Analytics Officer, Hamilton Southeastern Schools

Presenter - Data in Action

Brad Ferris is the Academic Achievement & Analytics Officer at Hamilton Southeastern Schools, a role he has held since 2021. He leads districtwide efforts to leverage data, assessment, and technology to improve academic outcomes and learning environments. Prior to returning to K–12 education in 2016, Brad worked at Apple, where he developed an appreciation for human centered technology design. He holds a bachelor’s degree in secondary education from Indiana University and a Master of Science in Education in Learning Design and Technology from Purdue University. Brad lives in Indianapolis with his wife, MaryAnna, their basset hound, Hoshi, and an ever growing collection of coffee making tools.

John Welch

Senior Environmental Manager, Indiana Department of Environmental Management

Presenter - AI & Emerging Tech

John Welch is a Project Manager with the Indiana Department of Environmental Management, specializing in environmental data analysis, process automation, and systems modernization. He leads multiple concurrent projects, guiding them from planning through completion while coordinating diverse stakeholders and contracted partners. John played a key role in IDEM’s Artificial Intelligence pilot project, championing AI integration and achieving major efficiency gains, including a 90 percent reduction in meteorological data processing time.

His portfolio includes advancing statewide air quality forecasting, modernizing Indiana’s SMOG Watch platform, and improving air quality inventory methodologies through data driven approaches. A retired member of the U.S. Army Reserve, John achieved the rank of First Sergeant, leading a 100person unit and driving improvements in communication, operational readiness, and organizational effectiveness.

John holds an MBA in Project Management from the University of Arkansas Grantham and a BS in Atmospheric Science from Purdue University. He is also a Certified Scrum Master and Certified Scrum Product Owner.

Mike Moiser

Senior Environmental Manager, Technical Support and Modeling Section, Air Programs Branch, Office of Air Quality

Presenter - AI & Emerging Tech

Mike Moiser is a Senior Environmental Manager in the Technical Support and Modeling Section of the Air Programs Branch within the Office of Air Quality. In this role, he leads the development, review, and management of complex technical documents, federal and state air regulations, and projects requiring advanced problem‑solving and analytical expertise. His work focuses on Prevention of Significant Deterioration (PSD) air dispersion modeling, policy evaluation, and the creation and maintenance of technical guidance materials.

Emma Foust

Environmental Manager, Technical Support and Modeling Section, Air Programs Branch, Office of Air Quality

Presenter - AI & Emerging Tech

Emma Foust is an Environmental Manager in the Technical Support and Modeling Section of the Air Programs Branch within the Office of Air Quality. Her work includes air quality forecasting and air dispersion modeling. She is also proficient in the R programming language, using it primarily for trends analysis work with meteorological and pollution data. Recently this technical knowledge with R has helped to redesign the meteorological data processing that is done each year, to reduce errors and transform it into a much more efficient process. Other significant projects she has participated in include updates to a dashboard for viewing air toxics data and Classification and Regression Trees analyses that studied ozone and particulate matter.

Emma has a BS in Atmospheric Science from Purdue University. She also has two certificates in software development from Ivy Tech.

David Finley

Director of Data and Performance, City of South Bend

Presenter - Visualization & Analytics

David Finley is the Director of Data & Performance for the City of South Bend, where he leads a cross-disciplinary team overseeing enterprise data strategy and the City's performance management program. His team's work helped earn What Works Cities Gold Certification from Bloomberg Philanthropies, recognizing the city's use of data to improve services and government innovation.

At Indiana Data Day, David will demonstrate South Bend's "Performance-Management-as-a-Service" (PMaaS) model: how lean, 30-minute Data Huddles, powered by a "Danger Zone" diagnostic framework, have transformed how city leadership identifies operational bottlenecks and triggers executive action. This data-to-action pipeline has produced measurable results across city services.

Prior to his role in South Bend, David served in the City Manager's Office in Chapel Hill, North Carolina, where he managed the development of the City's inaugural strategic plan and built the performance infrastructure to support it. He holds a Master of Public Administration from UNC-Chapel Hill and a BA in Political Science from the University of Wisconsin–Madison.

Dr. Brittany J. Daulton, MS

Assistant Clinical Professor and Associate Director, Bowen Center for Health Workforce Research and Policy

Dr. Brittany Daulton is an Assistant Clinical Professor of Family Medicine at Indiana University School of Medicine and the Associate Director at the Bowen Center for Health Workforce Research & Policy. Dr. Daulton provides leadership and expertise in Evaluation Science, Research Methodology, and research translation across the Bowen Center’s portfolio of projects. She holds a Master of Science in Industrial and Organizational Psychology as well as a PhD in Educational Psychology and Research, with a concentration in Evaluation, Statistics, and Measurement. Her expertise includes program evaluation and research methodology, workforce assessment, creating data driven policy solutions, training pipelines, as well as promoting the role of the workforce in quality and access to care.
