Legislative History and Legislative Intent
Researchers are often interested in reviewing bill histories and legislative documents to try to determine why the state legislature enacted the law or why it used specific language, i.e. “legislative intent.” The Indiana General Assembly does not keep a verbatim transcript of their debates. Both the Indiana House and Senate chambers keep a daily journal of their proceedings. The journals record motions and votes, but no record is made of debate. The only time the debates of the General Assembly were transcribed and recorded is 1858-1887; those debates are known as the Brevier Reports (IND. 328.71 I385); Brevier Reports digitized copies. Check the Indiana General Assembly website for the most current information, including Standing and Interim Committees’ Minutes and Reports. Older printed committee reports may be listed in ISL’s online catalog.
