Deputy SWIC

Erin Miller

Deputy Statewide Interoperability Coordinator (Districts 4, 7, and 10)

Erin Miller is the Deputy Statewide Interoperability Coordinator and Training and Outreach Coordinator for the west side of the state. Erin joined IPSC in 2021 starting as a Comms Analyst in the IPSC Connection Center. Prior to IPSC Erin worked as a frontline 911 Telecommunicator and APCO Certified Training Officer as well as an Emergency Medical Technician. She holds a Bachelor of Science degree in Homeland Security and Emergency Management from Indiana University as well as several FEMA Information, Communication and Technology certifications.

Kolleen Dillingham

Outreach Coordinator (Districts 1, 2, and 3)

Kolleen Dillingham is the Training and Outreach Coordinator for the northern part of the state. Formerly an Assistant Director in 911 with 22 years total experience as a telecommunicator, Kolleen enjoys working with 911 and EMA in her area to help troubleshoot communication problems and provide working solutions. She is a certified Communication Unit Leader (COML) and helps staff the ESF2 Desk during State Emergency Operation Center (SEOC) activations.

Adam Philpott

Outreach Coordinator / Lead Trainer (District 5, State, and Federal Agencies)

Adam Philpott is the lead training coordinator for the Integrated Public Safety Commission (IPSC) as well as the outreach coordinator for IDHS District 5. In 2009 Adam began working as a 911 telecommunicator and held several different positions within that field; but found the greatest fulfillment as an instructor. In 2020, he began working with IPSC. When Adam took on the responsibility of lead training coordinator, he started redeveloping the intent of making the communications related training offered by IPSC understandable and useable to the everyday user.

Amanda Smith

Outreach Coordinator (Districts 6, 8, and 9)

Amanda Smith is the Training and Outreach Coordinator for the east side of the state. Prior to joining IPSC she was an Assistant 911 Director and 25 year frontline 911 Telecommunicator. Amanda is well known for building relationships with her local and county partners as well as vendors. She is a Communication Unit Leader (COML) and COML Instructor and has responded to disasters as well as many planned events. She is an active amateur radio operator (KB9SDA) holding an Extra License and enjoys working with the amateur community to help them become more involved in disaster response.
