Director Watkins

Michael Watkins

As the Executive Director of the Integrated Public Safety Commission (IPSC), I am honored to lead the strategic mission of enhancing public safety communications and infrastructure. My career has been defined by a commitment to serving those who protect our communities, a journey that led to my appointment as Executive Director by the Governor in August 2024.

With over a decade of experience within IPSC, I have a deep-rooted understanding of our organization’s operational and technical architecture. Prior to IPSC I served as the 911 Executive Director of Johnson County Public Safety Communications and have over 20 years experience in public safety. This career has path has given me a unique perspective on how to best support our first responders across all levels of government.

I am passionate about organizational excellence, commitment to our core values, and ensuring that our public safety professionals have the tools and training they need to succeed in high-stakes environments.

Andrea Baughn (Andi)

Director of Training and Outreach (Statewide Interoperability Coordinator)

Andi Baughn is the Statewide Interoperability Coordinator (SWIC) and Director of Training and Outreach for the Integrated Public Safety Commission.  She strongly believes that 911 centers/ECC’s are the keystone for effective First Responder communications. Andi proudly served as a frontline dispatcher, trainer, and supervisor in a 911 center for over 17 years before transitioning to State government. She oversees the Training and Outreach staff with the goal of making the land mobile radio system more understandable and user friendly for all Indiana First Responders. Andi currently serves on the National Council of Statewide Interoperability Coordinators (NCSWIC) Executive Committee representing Region 5 and is Co-chair of the Planning Training and Exercise Committee. She’s looking forward to using her front-line experience to continue building Indiana’s interoperability and strengthening relationships with local, state and national partners.

John Von Arx IV

With a career spanning 17 years in Indiana state and local government, John R. von Arx IV has dedicated nearly two decades to the fiscal health and operational excellence of the Hoosier State. His extensive background is rooted in high-level financial oversight, strategic planning, and the complex mechanics of state-wide budgeting​ and policy.

Most recently, John served as a Senior Budget Analyst with Indiana State Budget Agency, where he played a key role in managing the state’s financial resources and ensuring fiscal responsibility across the state's public safety vertical. His tenure at the Budget Agency solidified his reputation as a grounded, detail-oriented leader capable of navigating the intricate intersection of policy and finance.

Currently serving as the CFO and Controller for the Integrated Public Safety Commission (IPSC), John continues his commitment to public service by overseeing the financial framework that supports Indiana's critical public safety communications infrastructure.

Outside of his professional life, John​'s true passion is spending time with his wife and two young children and watching his alma mater, the Indiana Hoosiers.
