Initiatives Overview

The Continuum of Care structure is designed to promote community-wide commitment to the goal of ending homelessness, provide funding, promote access to mainstream resources, and provide the framework for optimizing self-sufficiency among individuals and families experiencing homelessness. As such, the Indiana Balance of State Continuum of Care has several statewide responsibilities:

Emphasizing Housing First

to successfully connect individuals and families experiencing homelessness to permanent supportive housing.

Implementing a Coordinated Entry

system to standardize the way individuals and families at risk of homelessness or experiencing homelessness are referred to the housing services they need.

Managing a Homeless Management Information System

to track the nature and scope of human service needs at individual agencies as well as across Indiana.

Administrating the Coc Program Competition

that covers the application and award process for annual CoC program funding.

Coordinating an annual Point in Time and Housing Inventory count

to track sheltered and unsheltered homeless persons and illustrate the demand for housing on a national and state level.

More

Though distinct from the Coc, Housing Opportunities for Persons with Aids and the Emergency Solutions Grant programs are both closely linked with the Continuum of Care.

Indiana Balance of State Continuum of Care - Strategic Plan - 2023-2025

In 2021, the Indiana Housing and Community Development Authority (IHCDA) contracted with Collaborative Solutions, Inc. (consultants) to develop a strategic plan for the Indiana Balance of State Continuum of Care (CoC) (hereafter referred to as the CoC or IN-502). IN-502 stakeholders acknowledged the need for a strategic plan due to the expiration of the previous plan and the desire for short- to medium-term strategic direction and prioritization so IN-502 stakeholders can better navigate the challenges posed by the COVID-19 pandemic, the CARES Act influx of resources, and the affordable housing crisis.
