Requirements to do Business with the State

The Indiana Department of Administration Procurement Division manages the purchasing process for all Indiana state agencies, with the exception of the Indiana Department of Transportation (INDOT).


Any company wanting to do business with the State of Indiana should read the Vendor Handbook and must register with the following state agencies:

Indiana Department of Administration (IDOA)

Complete Bidder Profile Registration

Auditor of State (AOS)

Fill out and return an Automated Direct Deposit Authorization Agreement and a W-9 form

Indiana Secretary of State (SOS)

(Unless company is a Sole Propitiator or a Partnership)

Ethical Requirements

The Contractor and its agents shall abide by all ethical requirements that apply to persons who have a business relationship with the State as set forth in IC §4-2-6, et seq., IC §4-2-7, et seq. and the regulations promulgated thereunder.

If the Contractor has knowledge, or would have acquired knowledge with reasonable inquiry, that a state officer, employee, or special state appointee, as those terms are defined in IC 4-2-6-1, has a financial interest in the Contract, the Contractor shall ensure compliance with the disclosure requirements in IC 4-2-6-10.5 prior to the execution of this contract.

If the Contractor is not familiar with these ethical requirements, the Contractor should refer any questions to the Indiana State Ethics Commission, or visit the Inspector General's website.

If the Contractor or its agents violate any applicable ethical standards, the State may, in its sole discretion, terminate this Contract immediately upon notice to the Contractor. In addition, the Contractor may be subject to penalties under IC §§4-2-6, 4-2-7, 35-44.1-1-4, and under any other applicable laws.


The Indiana State Ethics Commission has released an ethics training for "individuals who have business relationships with the state", which includes Executive Branch Lobbyists. While this training is not required at this time it is recommended that all Indiana contractors complete the program and retain a copy of the completion certificate.

Bidding Opportunities

State of Indiana solicitation opportunities released by the IDOA Procurement Division, including Invitations to Bid and Requests for Proposals, are sent via e-mail and published in specific newspapers. Solicitation packages are also posted for download on our website: State of Indiana Opportunities.

Responding to a Solicitation

Vendors who are delivering a bid to IDOA should use the public entrance to Indiana Government Center South, located at 302 W. Washington St. (the eastern-most Washington St. entrance). This entrance will be equipped with metal detectors and screening devices monitored by Indiana State Police Capitol Police. Passing through the public entrance may take some time. Please be sure to take this into consideration if your company submits solicitation responses in person.
