2019 Indiana General Assembly Session Update

The 2019 session of the Indiana General Assembly adjourned on April 24, 2019, after 17 weeks of the session. This session was fast-paced and very eventful for FSSA as we reviewed and followed nearly 200 bills for potential impact to the agency. In the end, the IGA passed 293 of the 1,344 introduced bills, and all were signed by Governor Holcomb. Some highlights as it pertains to FSSA include statewide expansion of the On My Way Pre-K program, expanding the Medicaid Advisory Committee, and new initiatives for maternal and infant mortality.

  • HB 1007- Creates a navigator program to help guide high-risk pregnant women and creates a process to verbally screen all expecting mothers for substance-use disorder so those who need it can be connected to treatment.
  • HB 1548- Expands the Medicaid Advisory Committee by adding 10 new legislators and two additional organizations. The MAC will also have a subcommittee to review a few key issues that FSSA is currently addressing.
  • HB 1628- Expanded the On My Way Pre-K program to all 92 counties so that eligible families and providers throughout the state can now access pre-K.
