Isaac Ray Service Line

Service Line Manager: Jennifer Fiscel-Shively

The Isaac Ray Treatment Center is a self-contained forensic facility serving the state of Indiana. Patients are referred to the Isaac Ray Treatment Center by:

  • Courts for legal assessments, psychiatric treatment, and stabilization
  • The Department of Correction under a regular commitment order for treatment of a mental disorder following discharge from a correctional facility
  • Other state-operated facilitates for management of violent and aggressive behaviors in mentally ill patients
  • Courts for psychiatric treatment under a regular commitment order when found “Not responsible by reason of insanity” or after a suspended sentence

Court and correction referrals must be made through the Indiana Family and Social Services Administration, Legal Services Division, Office of General Counsel which acts as the legally required gatekeeper and makes the final hospital assignment for each referred forensic patient.

Biopsychosocial Treatment interventions focus on anger management, conflict resolution, and legal education. Programming is provided in a structured environment and is the only one of its kind in the state.

The Isaac Ray Treatment Center currently operates with 182 staff members that are shared between three shifts which offer 24-hour continuous patient care. The new Isaac Ray was built to the LEED certification standards in 2005, in which most of the materials used to create a 105-bed facility were recycled or biodegradable. This new building replaced the old Isaac Ray which was established in 1979. When the initial design was conceived for the new Isaac Ray, a healing concept was the inspiration for the design, while still maintaining the safety and security aspects for all who enter and reside there. Our outside recreation area was designed so that all the patients would have different areas of which to enjoy while they were outside including basketball, softball, horticulture, walking exercise, and other activities.

Each of the 5 units within Isaac Ray has a swing bed capability, in which a pod of bedrooms could be switched to one or the other units depending on that unit's acuity of patients.  The units were designed with an open ward concept so that the patients were free to move from room to room based on their specific daily needs.  Every unit has an exercise yard as well, so that the patients may get fresh air at all times of the day.
