The Assessor’s Office will be mailing 2026 Assessment Notices (Form 11s) on Tuesday, April 28, 2026. These notices will also be available on the Beacon website. The Form 11 provides the taxpayer with a comparison of the new assessment effective January 1, 2026 and the previous assessment from 2025.

Assessments in Indiana are market value in use or property value as it is currently being used. Assessments are done by mass appraisal not individual appraisal.  What does that all mean? Your property’s assessed value should be within roughly 10% of its value on the open market.

You have until June 15, 2026 to appeal the new assessment.  In order to appeal, you must provide evidence of the value of the property (e.g.: appraisal, purchase price, current listing, photos, comparable sales, etc.).  Appeal forms (Form 130) can be found below or in the Assessor’s Office. A letter or email is also acceptable.  Owner contact information MUST be included on every appeal.  More information is given on the Form 11 and is also on the DLGF site.

Residential assessments in Carroll County increased an average of 22% for 2026. Indiana’s cost tables for all structures were increased for the second year in a row, but agricultural buildings will see the largest increase this year. Remember, Carroll County has a frozen property tax levy meaning that as assessments increase, tax rates decrease.  There is no good way to predict changes in taxes, but if you would like to get an ESTIMATE of your taxes using the current tax rate, you can do so by visiting the online tax bill estimator provided by the DLGF.

Reassessment of Adams, Liberty, Rock Creek, Washington, Carrollton, and Jackson Townships, including the Town of Camden, is set to begin the week of April 20, 2026. Personnel will be in marked vehicles and will have credentials identifying them as assessment staff with Ad Valorem Solutions (AVS). Please be aware that the inspector may need to walk around your property to take measurements and photos, but our inspectors will NEVER ask to be let into your home. You can visit the Beacon website if you are unsure which township your property is in.

What We Do

The Assessor's Office is responsible for assigning value to all real and personal property in the county for tax collection purposes. These assessed values are based on cost tables and regulations set forth by Indiana legislators and adopted by the Department of Local Government Finance.
