The Criminal Intelligence Section is responsible for maintaining, analyzing and disseminating criminal information and intelligence to all members of the law enforcement community. The section is comprised of both law enforcement and civilian personnel.

The section provides assistance in the following areas:

  • Access to law enforcement information with direct links to state and national computer networks.
  • Personnel trained to do link charting and graphing and can produce a variety of different size posters for courtroom presentation.
  • Personnel who specialize in motorcycle gangs, street gangs and extremist groups.

The Criminal Intelligence Section is responsible for overseeing the Indiana State Police Violent Crime Analysis Program (ISP VICAP).

ISP VICAP is a computer-assisted program that operates in conjunction with the Federal Violent Criminal Apprehension Program (VICAP) administered by the Federal Bureau of Investigation. ISP VICAP collects, collates and allows analysis of crime information submitted by Indiana law enforcement. Originally designed for violent crimes (specifically homicide), ISP VICAP can be customized to allow collection of other types of crimes, such as arson, robbery or sexual assaults.

When crime patterns or similarities are identified, the Criminal Intelligence Section immediately notifies the appropriate law enforcement agencies in order that case investigators can be put in contact with each other. The system is designed to collect information regarding the following types of crimes, regardless of whether the offender has been arrested or identified:

  • All solved or unsolved homicides.
  • Missing Persons or Kidnappings where the circumstances indicate a strong possibility of foul play and the victim is still missing.
  • Unidentified dead bodies where the manner of death is known or suspected to be a homicide.
  • Although ISP VICAP and VICAP are primarily designated to handle the above types of incidents ISP VICAP is also collecting information on sex offenses especially those that involve force, either physical or threats, voyeurism, stalking, indecent exposure, etc.
