Leigh has been the town manager since 1993. She graduated from IU with a bachelor's degree in Public Affairs and in 2012 she was designated a Certified Public Manager. Leigh's duties include Zoning and Planning, Flood Plain Administrator, Park Superintendent, Redevelopment secretary and the treasurer/secretary for the Rome City Conservancy District. She also manages the street and wastewater district.
