Linda Freeman

Vanderburgh County Surveyor

Linda was hired in the Vanderburgh County Surveyor’s office in August of 1982, as a Bridge Inspector. This entailed overseeing bridge construction or repair, keeping track of material quantities, taking concrete samples, and other inspection activities. In April 1984, Linda became Instrument Man on the survey crew, running levels and using the theodolite and EDM. March 1986, she became the Party Chief for the survey crew. She oversaw the Rod Man, Instrument Man and Chain-Man. She was promoted to Assistant to the Surveyor in August 1990 assisting with the day today running of the Surveyor’s office. In November 2005 she was promoted to Chief Deputy and stayed on through two elected County Surveyors until she ran for office in 2020. Linda became the first female to be elected as Vanderburgh County Surveyor and officially took office January 1,2021. Linda recently ran unopposed for another four-year term. By the end of 2025 Linda will have over 43 years of experience and knowledge of the office.

Linda’s appointment to the PCWDC board is by virtue of being the County Surveyor. Her membership to the board became effective on September 17, 2024, when the PCWDC was approved by the Indiana Natural Resources Commission.

Cheryl Musgrave

Former Vanderburgh County Commissioner

Cheryl Musgrave is no stranger to county government. Cheryl was elected three times as Vanderburgh County Assessor and three times as Vanderburgh County Commissioner. As Assessor, Cheryl Musgrave was first in the state to make all real property assessments and sales records freely available on the Internet. She was one of the first in Indiana to create a GIS system and again first to place all the data on the Internet for free. As County Commissioner, she expanded and created TIF Districts and used the funding to plan a massive increase in local infrastructure growth, including roads, bridges, and trails. As Commissioner of the Indiana Department of Local Government Finance under Governor Mitch Daniels, Musgrave implemented the wider use of modern technology, assisted in the virtual abolishment of the office of Township Assessor, and saved millions of dollars in school construction projects. In 2022, Musgrave’s leadership and creative problem-solving style resulted in the public-private broadband contract between Vanderburgh County and AT&T which is providing high speed access to unincorporated Vanderburgh County, tying southwest Indiana to the world and the world to southwest Indiana at speeds that are unsurpassed anywhere on the globe.  Cheryl has served a Vanderburgh County Commissioner and the Vanderburgh County Drainage Board for over 10 years. During this time she has heard about the challenges of trying to alleviate the flooding associated with Pigeon Creek. Cheryl is the Vanderburgh Commissioners’ appointment to the PCWDC Board. Her appointment was effective on September 24, 2024.

Karan Barnhill, MS4 Director, MS4CECI

Karan grew up in Lynnville, Indiana and graduated from Tecumseh High School. Attended University of Southern Indiana. Karan joined the City of Evansville as the Storm Water Coordinator in 2007.

Karan came to the City Engineer’s office after serving over 20 years in Warrick County in various positions including Warrick County Surveyor (4 years), Assistant to the Warrick County Highway Engineer (6 years) and Assistant to the director, Warrick County Area Plan Commission (10 years).

Karan’s knowledge of storm water and the MS4 General Permit requirements as well as the Construction Site General Permit Requirements have allowed her to provide technical and field support to the public in areas related to drainage and erosion as well as construction. Karan implemented the City of Evansville’s Storm Water Management Program started in 2007, bringing it into compliance while managing the program, providing inspections, reviewing SWPPPs and promoting public education.

Karan currently serves as the President of the Indiana MS4 Partnership and is the South Regional Director of Indiana Association of Floodplain and Stormwater Managers. She was recently appointed to the board of the newly created Pigeon Creek Watershed Development Commission.

Karan is the City of Evansville, Indiana Mayor Stephanie Terry’s appointment to the PCWDC Board. Her appointment was effective on October 14, 2024.

Kristi M Johnson

Manager, Watershed Stewardship Section

Kristi Johnson has been with the state of Indiana for eleven years and serves as the Watershed Stewardship Manager for the Indiana Department of Natural Resources Division of Water. Kristi has previously worked as a watershed specialist for the Indiana Department of Environmental Management and as a waterway permitting specialist for the Indiana Department of Transportation. She received a Master of Science Degree in Natural Resources and Environmental Science from Ball State University.

Kristi is the Indiana Department of Natural Resources Director, Daniel W. Bortner’s designee to the board. Her appointment was effective on October 10, 2024

Justin Dickson

Pigeon Creek Watershed Development Commission
Vanderburgh County Surveyor’s Office

Justin grew up near Otwell, Indiana in Pike County Indiana. Justin graduated from Pike Central High School and subsequently graduated from Vincennes University with a degree in Surveying Technology. He worked for multiple surveying and engineering firms from 2009 through May of 2022. He then began at the Vanderburgh County Surveyor’s Office in May of 2022. He was responsible for the field collection and setting of Section Corners and did multiple topographic surveys in conjunction with the Vanderburgh County Engineers’ Office. He was hired as the Executive Director of the Pigeon Creek Watershed Development Commission in July of 2025 after helping to set up the Pigeon Creek Watershed Development Commission from its inception in September 2024.
