Franklin Site Update Archive

Hurricane Creek:

Water samples will be taken from Hurricane Creek.

  • 08/22/2018: Three samples scheduled to be taken on August 23 in the vicinity of the former Webb Wellfield; results expected the week of August 27.
  • 08/29/2018: Samples collected on August 23; lab results expected this week.
  • 09/07/2018: Lab results received; IDEM chemists are reviewing the data and final results are expected the week of September 10.

Short Term Air Monitoring:

IDEM will conduct sampling in select locations around Franklin in order to take a snapshot of air quality in locations around the city. This sampling will help IDEM determine where to place a stationary air monitor.

  • 08/22/2018: Locations have been identified and sampling scheduled for the week of August 27th; results due the week of September 3.
  • 08/29/2018: Samples collected on August 29; results expected week of September 3.
  • 09/07/2018: Ambient air samples were analyzed by IDEM’s Office of Air Quality for tetrachloroethylene (PCE) and trichloroethylene (TCE). All samples were well below IDEM Remediation Closure Guide Residential Indoor Air Screening Levels.

Stationary Air Monitor:

IDEM will place a stationary air monitor at a location to be determined by the short term air sampling. This monitor will give IDEM the ability to understand and communicate with residents what we know about general air quality in Franklin over the long term.

  • 08/22/2018: Pending results of short-term air sampling.
  • 09/07/2018: Evaluating potential location.
  • 09/21/2018: IDEM staff met with the Franklin Parks Department to coordinate the installation of electrical service for the stationary air monitor to be placed in Payne Park.
  • 09/28/2018: Site preparation has been completed. Initial air sample results are expected the week of October 8.
  • 10/09/2018: The air monitor was installed at the Franklin Senior Center in Payne Park on October 1. Initial air sample results are expected this week.

EWA/Mundell Report:

IDEM is committed to re-sample three of the homes and the ambient air site due to the levels of contaminants detected as shown in the EWA (Mundell) air sampling report.

  • 08/22/2018: IDEM re-tested EWA/Mundell sampling location #6 on August 14 and results are due this week or early next week.
    • 08/29/2018: Preliminary lab results were received on August 28; IDEM chemists are reviewing the data and final results are expected the week of September 3.
    • 09/07/2018: IDEM Chemistry Section validating results; anticipate homeowner notification the week of September 10.
    • 11/02/2018: IDEM re-sampled this home on August 14. No detections of PCE or TCE were found in the indoor air, crawlspace or ambient air.
  • 08/22/2018: IDEM has met with the homeowner of EWA/Mundell sampling location #13 on the evening of August 17 and installed a sampling port; awaiting homeowner to provide IDEM with a sampling date.
    • 08/29/2018: Homeowner was contacted on August 23 and they agreed to coordinate sampling with IDEM and EWA. IDEM has not received any further communication, therefore IDEM contacted homeowner again today.
    • 09/07/2018: Received homeowner response; anticipate sampling the week of September 10.
    • 09/21/2018: IDEM is awaiting a sampling date from the homeowner.
    • 10/09/2018: Sampling tentatively scheduled for next week.
    • 10/19/2018: EWA/Mundell sampling location #13: IDEM re-sampled this home on October 16, and sampling containers were picked up on October 17. Sample results are tentatively scheduled to be received the week of 10/29/2018.
    • 11/02/2018: IDEM re-sampled this home on October 16. No detections of TCE or PCE were found in the indoor air, basement or ambient air.
  • 08/22/2018: IDEM has met with the homeowner of EWA/Mundell sampling location #12 on the evening of August 20; awaiting homeowner to provide IDEM with a sampling date.
    • 08/27/2018: Homeowner contacted IDEM to inquire about sampling date.
    • 08/28/2018: IDEM responded to homeowner. EWA was contacted on August 20 with an offer to coordinate sampling; to date, EWA has not responded to IDEM with a sampling date.
    • 09/07/2018: Awaiting homeowner response.
    • 09/21/2018: Awaiting homeowner response.
    • 09/28/2018: Homeowner has not responded to multiple outreach requests.
    • 10/09/2018: Sampling tentatively scheduled for next week.
    • 10/19/2018: EWA/Mundell sampling location #12: IDEM re-sampled this home on October 17, and sampling containers were picked up on October 18. Sample results are tentatively scheduled to be received the week of 10/29/2018.
    • 11/02/2018: IDEM re-sampled this home on October 17. No detections of TCE or PCE were found in the indoor air, crawlspace or ambient air.

Ground Water and Soil Gas Sampling:

IDEM will use drilling equipment to collect ground water and soil gas samples on the north side of Hurricane Creek, south of Upper Shelbyville Road, to confirm there is no ground water contamination.

  • 08/22/2018: Sampling will be conducted the week of August 27; results due the week of September 3.
  • 08/29/2018: Drilling was completed on August 28. Three ground water samples were collected, soil gas probes installed, for later sampling. Preliminary ground water sample results anticipated the week of September 3. Soil gas sampling scheduled to occur later this week.
  • 09/07/2018: Ground water samples not yet received from the lab. Soil gas samples were collected on September 6; preliminary soil gas sample results anticipated the week of September 17.
  • 09/14/2018: Ground water, no detectable VOCs were found in any of the three ground water samples.
  • 09/21/2018: Soil gas samples, the soil gas results were all below applicable screening levels.

Paris Estates Well Sampling:

IDEM will work with the Johnson County Department of Health to sample 24 private drinking water wells near the Paris Estates subdivision and test for contamination. No contamination was found in area wells in 2009 during the former Webb Wellfield ground water investigation. IDEM will re-confirm the wells in this area are still providing safe drinking water.

  • 08/22/2018: IDEM completed sampling on August 20 (see map for locations); results due the week of August 27.
  • 08/29/2018: Preliminary results received from the lab. IDEM reviewing data quality. IDEM expects to notify homeowners the week of September 3 as well as post results on this website.
  • 09/07/2018: Lab tested the samples for nine volatile organic compounds (VOCs) including the chemicals tetrachloroethylene (PCE) and trichloroethylene (TCE); none of the nine VOC chemicals were found in the water above the laboratory detection limits at any of the 24 homes tested. IDEM staff hand delivered letters with the test results to the homeowners on September 6, 2018. Letters and results will also be sent to each homeowner via certified mail. Results available on interactive map.
  • 09/28/2018: Sampling complete. None of the nine VOC chemicals, including TCE and PCE, were found in the water above the laboratory detection limits at any of the 24 homes tested. Individual results are available on the interactive map.
