We are excited that IDEM is participating in the U.S. EPA's Climate Pollution Reduction Grant (CPRG) Program and was awarded a $3 million planning grant in July 2023. The CPRG provides federal funding to state governments, municipalities, tribes, and territories to plan and implement strategies for reducing greenhouse gas emissions and other harmful air pollutants.

Through this program, IDEM aims to promote sustainability, enhance our state's resiliency to environmental challenges, and safeguard our natural resources. As part of our planning efforts, IDEM hosted public meetings across the state and virtually. This helped us solicit feedback from a wide variety of stakeholders and industries to help shape Indiana’s plan. The meeting summaries and presentations are posted below.

Grant Funding Update

July 25, 2024

The U.S. EPA announced 25 selected applicants to receive $4.3 billion in grants to implement climate pollution reduction projects. Unfortunately, Indiana didn’t receive an award. While we’re disappointed, we remain committed to supporting the sustainability and resiliency measures that Indiana companies, schools, nonprofits, and municipalities are already pursuing across the state. Background

The Climate Pollution Reduction Grant (CPRG)  is a planning grant that includes a short-term plan, the Indiana PCAP (submitted March 1, 2024), and a long-term plan, the Comprehensive Climate Action Plan (CCAP). The PCAP included ten climate measures that were selected based on community engagement and Indiana priorities.

Indiana PCAP Measures
  • Measure 1: Maintain, Develop, and Expand Utility-Scale Renewable Energy Generation
  • Measure 2: Expand Community and Distributed Solar Generation
  • Measure 3: Increase Residential, Municipal, and Commercial Building Energy Efficiency
  • Measure 4: Electrify Light-Duty Vehicles
  • Measure 5: Reduce Vehicle Miles Traveled
  • Measure 6: Expand the Use of Electric and Green Hydrogen Industrial Processes and Technologies
  • Measure 7: Increase Diversion Rate of Organic Waste from Landfills
  • Measure 8: Install and Expand Landfill Gas Collection Systems and Renewable Natural Gas Generation (RNG)
  • Measure 9: Expand Green Spaces and Urban Tree Canopy
  • Measure 10: Implement Agricultural Best Practices

The PCAP quantified greenhouse gas emissions reductions and analyzed co-benefits for Indiana communities, especially overburdened communities.

The CCAP will be a long-term strategy for pollution reduction with an extended number of measures, a more detailed benefits analysis, and greenhouse gas emissions projections and reductions targets. This will be due late summer of 2025.

Another component of the CPRG is the implementation grant. The implementation grant, allowed states, cities, and tribes that participated in the planning to apply for money to fund the climate action measures from the PCAP. This is a competitive grant process. Indiana submitted their application for Phase II funding on April 1, 2024.

      • The completed Priority Climate Action Plan was submitted to the U.S. EPA on March 1, 2024 as part of the Climate Pollution Reduction Grant (CPRG) Phase 1 Planning Grant. This is the first deliverable of the CPRG Phase 1 Planning Grant and the prerequisite to the CPRG Phase 2 Implementation Grant.
  • April 2024 – Implementation Grant application due to U.S. EPA - submitted April 1, 2024

CCAP Community Engagement Information Sessions

IDEM and ClimeCo will be facilitating a virtual information session to discuss the second deliverable of the U.S. EPA’s Climate Pollution Reduction Grant, the Comprehensive Climate Action Plan (CCAP). The agenda will cover a review of the first deliverable, Indiana’s Priority Climate Action Plan (PCAP), the process and requirements for the CCAP, potential new measures for climate action, community benefits, and will promote a NEW survey to gather public input on individual/community priorities. There will be a brief opportunity at the end of the meeting for any questions on the materials presented.
