Climate Pollution Reduction Grant (CPRG) Program

  • Air Quality
  • Current: Climate Pollution Reduction Grant (CPRG) Program

We are excited to announce that IDEM is participating in the U.S. EPA's Climate Pollution Reduction Grant (CPRG) Program and was awarded a $3 million planning grant in July 2023. The CPRG provides federal funding to state governments, municipalities, tribes, and territories to plan and implement strategies for reducing greenhouse gas emissions and other harmful air pollutants.

Through this program, IDEM aims to promote sustainability, enhance our state's resiliency to environmental challenges, and safeguard our natural resources. IDEM will use the $3 million planning funds to conduct a greenhouse gas emissions inventory and develop a Priority Climate Action Plan, which is due to U.S. EPA in March 2024.

As part of our planning efforts, IDEM hosted public meetings across the state and virtually. This helped us solicit feedback from a wide variety of stakeholders and industries to help shape Indiana’s plan. The meeting summaries and presentations are posted below.

Together, we can build a more sustainable and resilient future, ensuring that our state remains a great place to live, work, and play for generations to come.

Background

This planning grant will include three key deliverables: a short-term plan, long-term plan, and status report at the end of the 4-year planning period. The Indiana Priority Climate Action Plan (PCAP) will include steps for short-term implementation. The Comprehensive Climate Action Plan (CCAP) will be a long-term strategy for pollution reduction and mitigation. IDEM is dedicated to the equitable distribution of pollution reduction measures and will ensure that impacted communities and other stakeholders have a voice in the process of this grant. Community engagement is important to IDEM and this project.

With this grant, IDEM hopes to produce outcomes that include an updated greenhouse gas inventory for Indiana, identification of highly impacted areas, identification of potential reduction measures, and enhanced community engagement.

Timeline for Key Action Items

  • July 2023 – EPA awarded grant money to Indiana
  • March 1, 2024 – Priority Climate Action Plan (PCAP) due to EPA
  • April 2024 – Implementation Grant application due to EPA
  • Summer/Fall 2025 – Comprehensive Climate Action Plan (CCAP) due to EPA

Community Engagement Public Meetings

Upcoming Meetings

IDEM will hold two public meetings on the Climate Pollution Reduction Grant (CPRG) in Gary and Evansville. The meetings will be livestreamed for virtual participation statewide. The agenda will include an overview of ten greenhouse gas reduction measures selected based on stakeholder feedback for inclusion in the Priority Climate Action Plan, summary of benefits to low-income and disadvantaged communities analysis, and quantification of selected measures. The agenda will include time for feedback on the topics presented at the meeting.

All meetings are in local time. The agenda and details for viewing the meeting by livestream for each event will be added when available.

      • This Draft Priority Climate Action Plan (PCAP), developed as part of an EPA Climate Pollution Reduction Grant (CPRG) Phase I Planning Grant, with placeholders in a few areas, is available for viewing in advance of the state submitting the final PCAP to EPA on March 1, 2024. Key sections, such as, goals of the CPRG program, priority measures for greenhouse gas emission reductions, and low income-disadvantaged communities' benefits analysis, were available for review and comment through the public engagement process and presented at various meetings across the state.
      • This draft PCAP also includes sections on quantification of greenhouse gas reductions and other co-benefits as well as a greenhouse gas inventory, review of authority to implement, and relevant federal funding opportunities.

Project Intake

IDEM is accepting applications to identify potential projects for inclusion in the CPRG implementation application. This project intake proposal requests any projects that IDEM may partner with to receive funding under the CPRG Phase 2 Implementation Grants General Competition program. Interested parties such as municipalities, local governments, non-profit organizations, or private sector companies should fill out the project intake proposal linked below.

IDEM will review all project intake proposals, but eligibility alone does not guarantee that a project will be included in the implementation grant or receive funding.

Please Note: The intake proposal includes two parts:

  • Part 1 intake proposals are encouraged to be submitted before the January 15, 2024 deadline.
  • Part 2 intake proposals are encouraged to be submitted before the February 15, 2024 deadline.
