Mike Speedy
Commissioner of Labor
Mike is the Commissioner of the Indiana Department of Labor. A second-generation real estate investor and graduate of IU’s Kelley School of Business and McKinney School of Law, Speedy operates a multi-state real estate development company headquartered in Indianapolis. He concluded 14 years of service in the Indiana House of Representatives, where he chaired the Financial Institutions and Environmental Affairs committees and served as Vice Chairman of Roads and Transportation.
In the Indiana General Assembly, Speedy served on key committees including Judiciary, Employment, Labor and Pensions, and Utilities, Energy and Telecommunications. Prior to serving at the statehouse, Speedy served on the Indianapolis City-County Council for seven years, including as Chairman of the Public Works Committee. He maintains his law license and Certified Commercial Investment Member designation.
As Commissioner, Speedy is responsible for the comprehensive oversight of the agency’s diverse functions and programs. His leadership encompasses the Indiana Occupational Safety and Health Administration (IOSHA), the INSafe division which focuses on providing workplace safety and health consultation and other services to Hoosier employers and employees, the Bureau of Mines and Mine Safety, as well as the management of occupational safety and health-related statistics.

Kenneth R. Boucher II is the Deputy Commissioner of Labor for the State of Indiana, managing the OSHA consultation and training division, INSafe.
Kenneth began his tenure with the Indiana Department of Labor in 2006 as a Common Construction Wage Hearing Officer. From 2009 to 2013, Kenneth served as the Director of the Bureau of Youth Employment, Training and Education. He is a 2011 recipient of the Governor’s Public Service Achievement Award for his work in improving the Indiana Department of Labor’s wage claim process. In 2014, he continued his service with the Indiana Department of Labor serving as the Executive Director of Quality, Metrics and Statistics, assuming the role of Deputy Commissioner in May 2018. In January 2022, Kenneth also assumed the duties of interim Director of Wage and Hour/Youth Employment.
Kenneth is a graduate of Indiana University with a Bachelor of Arts Degree in English and Criminal Justice and a minor in French. He also holds a Lean Six Sigma Black Belt from Purdue University.

Stacy joined the IDOL in January 2015 as a Research Survey Assistant after 14 years of working in the financial industry. She left the IDOL briefly in May of 2018 to work for the Indiana Department of Corrections, but returned in June 2018 to serve as the Director of Quality, Metric and Statistics.
As Director of the Quality, Metrics and Statistics, Stacy manages two programs for the federal Bureau Labor of Statistics: the Survey of Occupational Injuries and Illnesses (SOII) and the Census of Fatal Occupational Injuries (CFOI).
Stacy is a graduate of Indiana University-Columbus with a Bachelor of General Studies.
Tony Hardman
General Counsel and Deputy Commissioner of Labor

Tony serves as General Counsel for the Indiana Department of Labor as well as Deputy Commissioner of Labor, managing the Wage and Hour Division and Bureau of Youth Employment. He came to the Indiana Department of Labor with a blend of engineering, management, and private practice legal experience. He has been with the agency since 2013 and has served as General Counsel for the agency since 2014. Since then, he has handled the legal issues for the agency, including managing the docket of IOSHA’s administrative legal proceedings for contested safety orders. He began managing the Wage and Hour Division and Bureau of Youth Employment in January 2025.
Tony is a graduate of LeTourneau University, Longview, TX, with a Bachelor of Science degree in Engineering, and Regent University School of Law, Virginia Beach, VA, with a Juris Doctor degree.
