The Indiana Department of Natural Resources is a proven partner to FEMA with a history of providing, maintaining, and improving floodplain management services throughout the state.
- Online Training: Understanding the NFIP

There is now another option to obtain floodplain management training at no cost for the community. The Division of Water has partnered with the Association of State Floodplain Managers (ASFPM) to develop an interactive online course. Simply follow the link below, create an account (or sign-in if you already have one), and complete the course. The course is self-paced and will track your progress, generating a certificate upon completion of all included activities and knowledge checks. If you take this course to comply with IC 14-28-3-7.2, the certificate must be submitted to dowfpm@dnr.IN.gov to verify compliance.
- Operation Stay Afloat 2026
The Indiana Departments of Natural Resources and Homeland Security are proud to partner for the 11th biennial Operation Stay Afloat. The event will take place on Thursday, March 12 from 8:30 a.m. to 5 p.m. ET at the Indiana State Government Center in Indianapolis.This event brings together all-hazard and floodplain management specialists from across the state to share the tools, skills, and information that help them manage hazard preparedness, mitigation, and floodplain management in Indiana.
You’re encouraged to attend if you are a floodplain administrator, emergency management official, building official, representative from a regional planning group or river basin commission, engineer, consultant, member of a volunteer group, local CEO, state legislator, or just someone with a passion for community resilience and disaster mitigation.
Operation Stay Afloat will offer continuing education credits/units (CECs/CEUs) for Certified Floodplain Managers (CFM), Professional Emergency Managers (PEM), Certified Emergency Managers (CEM), and Professional Engineers (PE). Certificates will be issued for attendance, and CECs and CEUs should be self-reported to your credentialing organization after the event.

- Improvements, Damage, and Disasters in Floodplains In-Person Workshop
DNR’s Floodplain Management Section is partnering with the Maumee River Basin Commission and Steuben County Plan Commission to host an in-person workshop about Substantial Improvement, Substantial Damage, and Disasters in Floodplains.
This workshop will take place on Wednesday, Jan. 14 from 10 a.m. to 3:30 p.m. ET in the Multi-Purpose Room of the Steuben County Community Center (317 S Wayne Street, Angola, IN). There will be a 1.5-hour break for lunch in the middle of the workshop.
The workshop combines material from DNR’s Substantial Improvement and Substantial Damage Process and Disasters in Floodplains virtual workshops that were held in 2025. It will highlight key definitions, regulations, and procedures to help NFIP-participating communities ensure they are properly enforcing the substantial improvement and substantial damage provisions included in their local floodplain development ordinances. It will also discuss important steps you can take to prepare for severe weather events and ideas for mitigation projects to reduce costly damage.
Floodplain administrators, emergency management personnel, and any other local officials who work with floodplain development permits or emergency response are encouraged to attend. The workshop will offer continuing education credits (CECs) for Certified Floodplain Managers (CFMs).
