Role Overview:

Full-Time Plan Commission Administrator
Harrison County Planning Commission Office is looking for a full-time Administrator. The position will be responsible for enforcing and interpreting land use ordinances, overseeing department operations, supervising and directing assigned personnel.

Salary Statement:

This is a full-time position. Salary Range: $75,000.00

Requirements for Success:

DUTIES:

Oversees Department operations, including maintaining comprehensive plan, preparing and administering budget, preparing amendments to zoning and County building ordinances, and preparing reports.

Supervises and directs assigned personnel, including analyzing workload and human resources needs of department, interviewing candidates, making hiring decisions, providing training and orientation, planning and delegating work assignments, conducting performance evaluations, reviewing salaries, recommending changes, communicating and administering personnel programs and procedures, maintaining discipline and recommending corrective action as warranted.

Reviews applications for zoning and variances changes, including conducting on-site inspections of new building constructions and remodeling projects, providing formal recommendations for approval or denial to Plan Commission and Board of Zoning Appeals, and authorizing zoning, building, and service permits.

Responds to citizen inquiries regarding appropriate land usages under established local, state, and federal laws, rules, and guidelines. Investigates citizen complaints pertaining to unsafe buildings, junk vehicles, and various zoning code violations, performs on-site code inspections and initiates appropriate legal actions for non-compliance with local ordinances.

Performs field visits to sites, noting findings, reviewing documents such as zoning ordinances, comprehensive plans, GIS data, other planning documents, and appropriateness of proposals.

Responds to zoning and land use inquiries by making decisions based on interpretation of County legal documents pertaining to planning, such as zoning ordinances, subdivision control ordinances, comprehensive plans, and other supporting information such as geographic information systems (GIS) maps and data. Prepares reports on cases filed by petitioners for presentation at public hearings and other meetings.

Communicates with consultants, developers, petitioners, complainants, and the public regarding development plans and activities. Reads and interprets documents, maps, and other documents produced by engineering firms and surveyors to determine compliance with county planning regulations, such as zoning or other land use regulations.

Performs pre and post flood hazard surveys, conducting damage assessments and monitoring compliance with flood hazard regulations. Assists with assigning addresses and/or road number ranges to properties on County maintained roadways, including researching postal addresses for adjacent properties, and estimating future development.

Serves as Secretary for Land Conservation Program (LPC), including landowner assistance, booth set-up at festivals, recording minutes, writing grants, accounting, purchasing, budgeting, and web site maintenance. Maintains inventory of Department supplies and equipment and submitting requisition as needed.

Conducts monthly building code classes for builders, including using video training program and workbooks. Provides testimony in legal proceeding and court as required. Monitors changes to State legislation, and court decisions relating to planning and drafts amendments accordingly.

Represents Department at various public meetings, and planning and presenting public speaking presentations.

Attends and makes recommendations at Plan Commission and Board of Zoning Appeals public hearings and educational and training workshops/seminars as required.

Performs related duties as assigned.

JOB REQUIREMENTS:

Baccalaureate degree in geography and/or urban and regional planning. PlanComm/Adm

Possession of and/or ability to obtain and maintain Certified Building Official and Certified Building Inspector certifications preferred.

Must be at least 21 years of age.

Thorough knowledge of and ability to make practical application of Department policies and procedures, federal, state, and local land use codes and policies, state and County ordinances regarding zoning, subdivision control, drainage and flood control, residential and commercial building codes, and land development.

Thorough knowledge of County topography, such as roads, wetlands, subdivisions and drainage, erosion control, and ability to read and interpret detailed prints, specifications, property legal descriptions, plat maps, and aerials.

Thorough knowledge of fundamental planning issues and concepts, including basic planning theory, urban design, subdivision, environmental issues, growth management, economic development, housing, and transportation.

Thorough knowledge of construction, electrical, plumbing, and heating and cooling system practices and procedures.

Practical knowledge of past and current professional planning theory, concepts and practices, past and current zoning codes, and Indiana planning and zoning statutory and case laws.

Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence and various reports as required.

Working knowledge of Department budget and grant administration and ability to prepare and administer Department budget and grants.

Working knowledge of current and emerging technologies in relation to planning functions, including Geographic Information Systems (GIS), Global Positioning Systems (GPS), desktop software applications, and the Internet.

Ability to supervise and direct assigned personnel, including analyzing workload and human resources needs of department, interviewing candidates, making hiring decisions, providing training and orientation, planning and delegating work assignments, conducting performance evaluations, reviewing salaries, recommending changes, communicating and administering personnel programs and procedures, and maintaining discipline and recommending corrective action as warranted.

Ability to effectively communicate orally and in writing with co-workers, other County departments, County Council and Commissioners, Plan Commission, developers, attorneys, surveyors, elected officials, Department of Natural Resources (DNR), Indiana Department of Environmental Management (IDEM), public agencies, State and Federal agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.

Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. Ability to properly operate standard office equipment, including computer, calculator, printer, and telephone.

Ability to compare or observe similarities and differences in data, compile, collate or classify data, and make determinations based on data analyses. Ability to read and interpret detailed prints, sketches, layouts, specifications, and maps.

Ability to compute and perform arithmetic calculations.

Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time, and work rapidly for long periods, occasionally under time pressure. Ability to apply knowledge of people and/or locations and plan and layout work projects.

Ability to plan and deliver public speaking presentations.

Ability to work extended and/or evening hours, weekends and occasionally travel out of town, for classes and/or training, sometimes overnight.

Ability to testify in legal proceedings and court as required.

Possession of a valid driver's license and a demonstrated safe driving record.

DIFFICULTY OF WORK:

Incumbent applies a broad scope of knowledge of both practical and theoretical principles to complex situational demands to accomplish goals and objectives. Incumbent exercises considerable independence of judgment in planning, administering, and evaluating programs, involving decisions that may result in litigation and payment of damage by the County and additional construction costs to developers.

RESPONSIBILITY:

Incumbent performs duties according to legally defined procedures and County/Department goals and objectives, discussing with supervisor unusual or unprecedented situations, such as projects involving significant public input or controversy. Work is periodically reviewed for technical accuracy, soundness of judgment, and compliance with legal requirements. Incumbent’s decisions have considerable impact on developers and petitioners and errors in decision could result in possible litigation against the County.

PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments, County Council and Commissioners, Plan Commission, developers, attorneys, surveyors, elected officials, Department of Natural Resources (DNR), Indiana Department of Environmental Management (IDEM), public agencies, State and Federal agencies, and the public for purposes of exchanging information, explaining/interpreting codes, policies and procedures, supervising and directing personnel, and resolving problems.

Incumbent reports directly to the Planning and Zoning Board.

PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, in a vehicle, and outdoors in the field, involving sitting/standing/walking for long periods, sitting/walking at will, driving bending/crouching/kneeling/reaching, carrying/lifting objects weighing up to 50 pounds, handling/grasping/fingering objects, walking on uneven terrain, climbing ladders, working in confined spaces, color/depth perception, hearing sounds/communication, speaking clearly, and close/far vision.

Incumbent is occasionally exposed to dust/dirt, excessive noise, and potentially irate/difficult individuals.

Incumbent is required to regularly work extended and/or evening hours, weekends, and occasionally travel out of town for training sometimes overnight.

To perform this position successfully, an individual must be able to perform each essential function of the position satisfactorily.

Work Hours:

Monday - Friday, 8:00 a.m. - 4:30 p.m.
