The section below provides an overview of the responsibilities of the various state agencies you will be working with.
- State Board of Accounts (SBOA)

SBOA’s responsibilities include:
- Establishing uniform compliance guidelines
- Formulating, prescribing and installing a system of accounting and reporting
- Collecting financial reports annually from every state, local government unit or entity
- Formulating, prescribing and approving the forms for reports
- Examining accounts and financial affairs of every state and local government institution/entity
- Department of Local Government Finance (DLGF)

DLGF’s responsibilities include:
- Ensuring property tax assessment and local government budgeting are carried out in accordance with Indiana law
- Publishing property tax assessment rules and annually reviewing and approving the tax rates and levies of every political subdivision in the state, including all counties, cities, towns, townships, school corporations, libraries and other entities with tax levy authority
- Department of Revenue (DOR)

DOR’s responsibilities include:
- Administering over 65 different tax types and annually processing nearly $30 billion of tax revenue
- Processing millions of tax returns
- Publishing “Departmental Memo #1” semiannually, which lists the current local income tax withholding rates for all 92 counties
- Managing state and federal registrations and fuel tax filings of nearly 25% of all semi-trucks and trailers on the road
- Working with individuals, business owners, tax preparers and a variety of stakeholders
- Bureau of Motor Vehicles (BMV)

BMV’s responsibilities include:
- Initiating daily tax distributions and providing documentation for various excise taxes on aircraft, watercraft and other vehicles
- Processing driver's licenses and registrations
- Administering driver’s education, driver ability, suspension and reinstatement
- State Budget Agency (SBA)

SBA’s responsibilities within the areas of Fiscal Planning and Management include:
- Working with agencies to develop the Governor's recommended budget and providing data to the State Budget Committee to assist in the passage of the State's biennial budget bill
- Managing resources and holding agencies accountable to the budget to ensure that the State's priorities are funded and that future commitments are kept
- Evaluating the fiscal impacts of legislation, regulations, policies, and federal assistance and making this information available to key decision-makers
- Leading the revenue forecasting process by providing data and models to the Revenue Forecast Technical Committee and reporting on monthly revenue collections
- Establishing financial management policies in order to ensure the appropriate use of State, Federal and other funding

SBA provides local income tax distribution estimates to each County Auditor in August and October. The Indiana Transparency Portal (ITP) first launched in 2010 to provide access to financial data on state revenues and spending, including the distribution of state collected taxes to local units of government.
- Gateway

The Indiana Gateway for Government Units (Gateway) is a data collection and transparency portal supported by the State of Indiana and Indiana University. Local units of government, schools, state agencies, casino operators, etc. submit financial and operational data via Gateway. Data submitted include annual budgets and financial reports, employee compensation reports, debt issuances, and more. The data is accessible to the public.
- Hoosier Start

The Hoosier START 457 and 401(a) plans offer public employees a voluntary way to save for their retirement through tax deferred contributions to their own individual accounts.
Hoosier START offers both a 457(b) and a 401(a) Plan, including:
- 457(b) Traditional Deferred Compensation Plan — tax-deferred (pre-tax), available to eligible state employees and employees of local units of government which have adopted the Plan
- 457(b) Roth Deferred Compensation Plan — after-tax, available to all state employees and employees of local units of government which have adopted the Plan
- 401(a) Matching Plan — tax-deferred (pre-tax), and available to eligible state employees. Some participating local units of government also offer an employer match
