This Task Force was established by the passage of HEA 1273 during the 2025 legislative session, reflecting the General Assembly’s recognition of the need for a focused, collaborative effort to strengthen Indiana’s child welfare system.
In addition to legislators, the Task Force members will include representatives of the judiciary, service providers, youth with lived experience, the Department of Child Services and the Division of Mental Health and Addiction, ensuring that a wide range of voices are represented at the table. Issues specifically noted in the legislative charge include:
- Child safety standards pertaining to qualifying as a child in need of services.
- The need for various types of child welfare services in Indiana.
- The need for child welfare service providers in different geographic regions throughout Indiana.
- Methods to assess the quality of child welfare services offered.
- The reasonableness of time for a child in need of services to reach permanency.
